Abstract
Steelportalframesweretraditionallydesignedassumingthatbeam-to-columnjointsareideallypinnedorfullyrigid.Thissimplifiestheanalysisandstructuraldesignprocesses,butattheexpenseofnotobtainingadetailedunderstandingofthebehaviourofthejoints,whichinreality,havefinitestiffnessandarethereforesemi-rigid.Thelastcenturysawtheevolutionofanalysismethodsofsemi-rigidjoints,fromtheslope-deflectionequationandmomentdistributionmethods,tomatrixstiffnessmethodsand,atpresent,toiterativemethodscouplingtheglobalandjointstructuralanalyses.Studiesagreethatinframeanalysis,jointrotationalbehaviourshouldbeconsidered.Thisisusuallydonebyusingthemoment–rotationcurve.Modelssuchasanalytical,empirical,experimental,informational,mechanicalandnumericalcanbeusedtodeterminejointmechanicalbehaviour.Themostpopularisthemechanicalmodel,withseveralvariances(e.g.ComponentMethod).Asummaryisgivenoftheadvantagesanddisadvantagesandprincipalcharacteristicsofeachmodel.Jointbehaviourmustbemodelledwhenanalysingsemi-rigidframes,whichisassociatedwithamathematicalmodelofthemoment–rotationcurve.Dependingonthetypeofstructuralanalysisrequired,anymoment–rotationcurverepresentationcanbeused;theseincludelinear,bilinear,multilinearandnonlinearrepresentations.Themostaccuraterepresentationusescontinuousnonlinearfunctions,althoughthemultilinearrepresentationiscommonlyusedformechanicalmodels.Thisarticlereviewsthreeareasofsteeljointresearch:
(1)analysismethodsofsemi-rigidjoints;
(2)predictionmethodsforthemechanicalbehaviourofjoints;(3)mathematicalrepresentationsofthemoment–rotationcurve.

Abstract
Thechallengesthatfacehumanitytodaydifferfromthepastbecauseasthescaleofhumaninfluencehasincreased,ourbiggestchallengeshavebecomeglobalinnature,andformerlylocalproblemsthatcouldbeaddressedbyshiftingpopulationsorswitchingresources,nowaggregate(i.e.,“scaleup”)limitingpotentialmanagementoptions.Adaptivemanagementisanapproachtonaturalresourcemanagementthatemphasizeslearningthroughmanagementbasedonthephilosophythatknowledgeisincompleteandmuchofwhatwethinkweknowisactuallywrong.Adaptivemanagementhasexplicitstructure,includingcarefulelucidationofgoals,identificationofalternativemanagementobjectivesandhypothesesofcausation,andproceduresforthecollectionofdatafollowedbyevaluationandreiteration.Itisevidentthatadaptivemanagementhasmatured,butithasalsoreachedacrossroads.Practitionersandscientistshavedevelopedadaptivemanagementandstructureddecisionmakingtechniques,andmathematicianshavedevelopedmethodstoreducetheuncertaintiesencounteredinresourcemanagement,yettherecontinuestobemisapplicationofthemethodandmisunderstandingofitspurpose.Ironically,theconfusionovertheterm“adaptivemanagement”maystemfromtheflexibilityinherentintheapproach,whichhasresultedinmultipleinterpretationsof“adaptivemanagement”thatfallalongacontinuumofcomplexityandaprioridesign.Adaptivemanagementisnotapanaceaforthenavigationof‘wickedproblems’asitdoesnotproduceeasyanswers,andisonlyappropriateinasubsetofnaturalresourcemanagementproblemswherebothuncertaintyandcontrollabilityarehigh.Nonetheless,theconceptualunderpinningsofadaptivemanagementaresimple;therewillalwaysbeinherentuncertaintyandunpredictabilityinthedynamicsandbehaviorofcomplexsocial-ecologicalsystems,butmanagementdecisionsmuststillbemade,andwheneverpossible,weshouldincorporatelearningintomanagement.
