摘要
山东省苍山县是中国的大蒜之乡,近年来大蒜产业发展出现了很多新特点和新现
象。
本研究根据农业产业可持续发展的总体要求,借鉴国内外不同经济区域大蒜产业
发展的研究成果,从产业化理论的角度出发,进行文献收集和实地调查,结合定量研
究与定性研究,深入探讨苍山县大蒜产业发展面临的机遇、威胁、优势和存在的问题,
从政府调控、产业升级、服务保障和组织体系等多角度探讨苍山县大蒜产业发展的保
障措施。
研究表明:
苍山县大蒜具有历史悠久、品质好的特点,产业发展具有资源、
区位和政策等方面的优势,但也存在机械化程度不高、产品深加工能力不足、抗风险
能力较低、组织体系不完善等问题。
最后论文提出:
要加强政府的宏观调控作用,从
标准化生产、生产机械化、产品深加工、基地建设、培养加工龙头企业、完善流通体
系、建立可追溯系统等方面升级大蒜产业,并且加强科技投入和人才培养,完善服务
保障体系,健全农业专业组织体系,全面推动苍山大蒜产业的可持续发展。

Abstract
CangshanCountyofShandongprovinceisthehomeofgarlicinChinaandinrecent
yearsitsgarlicindustrydevelopmentappearedalotofnewphenomenonwithnewfeatures.
Accordingtotheoverallrequestofagriculturalsustainabledevelopmentandbasedonthe
researchofdomesticandinternationalgarlicindustrydevelopment,thepapercombines
withthequantitativeresearchandqualitativeresearchfromindustrializationtheoryangle
withliteraturecollectionandfieldinvestigation,probesintotheopportunity,threat,
superiorityandtheexistentialproblemsthatCangshanCountygarlicindustrydevelopment
facesanddiscussedthegarlicindustrydevelopmentsafeguardmeasuresfrommultiple
perspectives,suchasthegovernmentregulation,industrialupgrading,serviceguarantee
andorganizationsystem.ResearchshowsthatCangshanCountygarlichasalonghistory
withgoodqualityandtheindustrialdevelopmenthastheadvantagesofresources,location
andthepolicytogetherwithsomeproblemssuchasthelowmechanizationlevel,the
insufficientproductprocessingability,thelowriskresistanceabilityandtheimperfect
organizationsystem.Thisstudyproposesthatthegovernment'smacro-controlroleshould
bestrengthenedfromthestandardizedproduction,productionmechanization,product
processing,baseconstruction,processenterprisestraining,circulationsystemimproving
andestablishingthetraceabilitysystemupgradegarlicindustrytostrengthenthe
investmentinscienceandtechnologyandtalents,toperfectservicesecuritysystem,to
improvetheagriculturalprofessionalorganizationsystemthustopromotethesustainable
developmentofgarlicindustry.

苍山大蒜产业发展研究
第一章引言
1.1选题背景
经过近30多年的改革和发展,我国农业进入了一个新的发展阶段,主要农产品
的供给已经从根本上摆脱了长期短缺的局面,大多数农产品开始由卖方市场转向买方
市场。
但我国的农业发展存在和突出的问题,如由资源约束为主转向资源、市场和生
态环境多重约束;农民增收难度加大,城乡居民收入差距持续扩大;而加入WTO更
使我国农产品生产、市场和消费理念等各方面面临全球竞争的挑战。
针对农产品市场
供求发生变化以及发展现代农业建设新农村的新情况,我国政府做出对农业结构进行
战略性调整的部署,要求以市场需求为导向,提高经济效益为中心,充分发挥各地农
业的比较优势,合理调整农业生产的区域布局,建设现代农业,发展特色农业,逐步
形成规模化、专业化的生产格局,最终提高农业经济增长的质量和效益。
苍山县地处鲁苏边界,是山东南大门,位于沿海地区大开放,黄淮海平原大开发
交叉地带。
全县共有21处乡镇,1056个行政村,120万人,总面积1800平方公里,
耕地面积140万亩,平原和山区各占一半,北部山陵连绵起伏,南部平原广袤辽阔,
是著名的中国“大蒜之乡”、中国“牛蒡之乡”、山东“南菜园”、“洋菜园”。
苍山县
区位优势明显,京沪高速公路、206国道贯穿全境,临枣公路、苍邳公路、郯夏公路、
沂蒙公路以及20多条县乡公路,构成了纵横交错、四通八达的交通网络。
苍山县大蒜种植自汉代传入,距今已有1900多年的历史,年种植大蒜30万亩,
苍山大蒜具有香、辣、郁、粘的特点,因含大蒜素明显高于其他产区而被誉为“天下
第一蒜”。
苍山大蒜在1999年世博会上获银奖,深受世人好评。
2006年,“苍山大蒜”
地理标志产品保护又获得国家质检总局批准。
但是,目前苍山县的大蒜生产存在“三多三少”,即大路产品多、低档次产品多、
原料型初级产品多,优质产品少、高档次产品少、精深加工产品少。
大蒜的发展由原
来的受资源约束变成受资源和市场的双重约束,蒜农增收难度加大。
产业结构不合理
己成为当前制约农民增收和农村发展的一大瓶颈。
1.2研究目的和意义
针对农产品市场供求发生变化的新情况以及国家农业结构战略性调整的部署,各
级政府制定和实施了不少有关发展大蒜产业的政策和措施,以市场需求为导向,充分
发挥各地农业的比较优势,引导农民调整农业生产区域布局,发展特色农业,已经逐
步形成规模化、专业化的生产格局,农业经济增长的质量和效益大大提高。
苍山县具有发展大蒜产业的许多优势,如何利用好这些优势,解决现实中存在的
问题,进一步发展大蒜农业,提升大蒜农业发展的水平与质量,提高其市场竞争力,
是其当前亟待解决的一个问题。
基于以上原因,选择将苍山县大蒜产业的发展问题作

为研究主题,探讨新形势下苍山大蒜产业的发展道路。
本文将西方经济学、农业经济学、产业经济学等有关理论相结合,以苍山大蒜的
发展为例,研究苍山大蒜产业的发展,试图通过实证分析、实地调研方法对苍山大蒜
进行系统研究,探讨如何充分运用区域特色农业资源优势,发展大蒜产业,确定其大
蒜产业发展的模式与发展思路,提出切实可行的发展大蒜产业的对策。
1.3国内外研究现状
大蒜在我国已有2000多年的栽培历史,其收获产品蒜头和蒜薹是深受消费者欢
迎的保健蔬菜。
目前我国农村劳动力就业依托大蒜种植及大蒜附属产业的有将近千万
农民,大蒜产业的发展不仅带动了大蒜主产区的经济繁荣而且也在农民增收、农业增
效、农村稳定方面发挥着重要的作用。
1.3.1国内大蒜产业研究
1.3.1.1大蒜产业现状研究
我国是世界大蒜的主要生产国、消费国和出口国,从事大蒜生产的蒜农达500万
人,大蒜产品也远销东南亚、东亚、中东、美洲、欧洲等地区,年创汇超过4亿美元
(平凡,2006)。
大蒜这个传统产业,正在逐渐成为一个极具发展潜力的朝阳产业
和创汇产业(胡良龙等,2010)。
李南、李涛(2002)就大蒜“热”后的冷思考,分
析了我国大蒜产业现状与趋势,以及有利条件与对策。
刘世琦(2003)指出我国大蒜
产业由于受到资金、技术和人才等因素的制约,产业化起点低,发展慢。
我国大蒜产
业在加工、生产、市场方面等还存在问题。
同时指出我国规模化大蒜基地基本形成,
产业化生产格局初步形成。
通过对我国大蒜产业现状的分析,李平、杜卫东、刘向鲁、
姜伟(2003)还提到我国大蒜产业发展具有趋势与特点:
生产趋向集中化;需求持续
增加;出口势头强劲;冷藏业的快速兴起。
陶华君(2004)论述了大蒜在我国的开发利用现状、存在的问题以及对策;对大
蒜的营养价值、开发利用现状以及存在的问题进行分析,并就加速大蒜产业大作提出
