3-21.1EffectivedateandScope:
3-21.1.1AsforthecategorysymbolsM,NandO,thenewvehicletypeseffectivedatefrom2011/1/1andthecategorysymbolsM,NandOallvehicletypeseffectivedatefrom2013/1/1,shallcomplywithparagraphs3-2.4,3-2.6to3-2.8specifiedbelowinthisregulation.
3-21.1.2AsforthecategorysymbolsL1andL3,thenewvehicletypeseffectivedatefrom2011/1/1andthecategorysymbolsM,NandOallvehicletypeseffectivedatefrom2013/1/1,shallcomplywithparagraphs3-2.5to3-2.8specifiedbelowinthisregulation.
3-21.2Definitions:
3-21.2.1"Lamp"meansadevicedesignedtoilluminatetheroadortoemitalightsignaltootherroadusers.Rearregistrationplatelampsandretro-reflectorsarelikewisetoberegardedaslamps.ForthepurposeofthisRegulation,light-emittingrearregistrationplatesandtheservice-door-lightingsystemarenotconsideredaslamps.
3-21.2.2Lightemittingsurface:
meansallorpartoftheexteriorsurfaceofthetransparentmaterial,Fig1.
3-21.2.3Illuminatingsurface:
meanstheorthogonalprojectionofthefullapertureofthereflectorwithanellipsoidalreflectorofthe"projectionlens"onatransverseplane,Fig1.Forilluminatingsurfaceofadaptivefrontlightingsystem:
wherealightingfunctionisproducedbytwoormoresimultaneouslyoperatedlightingunitsonagivensideofthevehicle,theindividualilluminatingsurfacesaretakentogethertoconstitutetheilluminatingsurface

3-21.2.4Bendlighting:
meansalightingfunctiontoprovideenhancedilluminationinbends.
3-21.2.5Apparentsurface:
meanstheorthogonalprojectionof:
eithertheboundaryoftheilluminatingsurfaceprojectedontheexteriorsurfaceofthelens,orthelight-emittingsurface,inaplaneperpendiculartothedirectionofobservationandtangentialtothemostexteriorpointofthelens.Forlight-signallingdeviceproducingvariableluminousintensities,itsvariableapparentsurfaceunderallpossibleconditionsofthevariableintensitycontrolshallbeconsidered.
3-21.2.6Heightabovetheground:
Themaximumheightabovethegroundshallbemeasuredfromthehighestpointandtheminimumheightfromthelowestpointoftheapparentsurfaceinthedirectionofthereferenceaxis.
3-21.2.7Tell-tale:
meansavisualsignal(oranyequivalentsignal)indicatingthatadevicehasbeenswitchedonandisoperatingcorrectly.AnauditorysignalcanbeusedasalternativeifstipulatedinspecificRegulations.
3-21.2.8Anglesofgeometricvisibility:
theangleswhichdeterminethefieldoftheminimumsolidangleinwhichtheapparentsurfaceofthelampmustbevisible.If,whenthelampisinstalled,anypartoftheapparentsurfaceofthelampishiddenbyanyfurtherpartsofthevehicle,proofshallbefurnishedthatthepartofthelampnothiddenbyobstaclesstillconformstothephotometricvaluesprescribedfortheapprovalofthedeviceasanopticalunit.
3-21.2.9Device:
meansanelementoranassemblyofelementsusedtoperformoneormorefunctions.
3-21.2.9.1Lightingfunction:
meansthelightemittedbyadevicetoilluminatetheroadandobjectsinthedirectionofvehiclemovement.
3-21.2.9.2Light-signallingfunction:
meansthelightemittedorreflectedbyadevicetogivetootherroadusersvisualinformationonthepresence,identificationand/orthechangeofmovementofthevehicle.
3-21.2.10Non-replaceablelightsource:
meansalightsourcewhichcanonlybereplacedbyreplacementofthedevicetowhichthislight
sourceisfixed;
-incaseofalightsourcemodule:
alightsourcewhichcanonlybereplacedbyreplacementofthelightsourcemoduletowhichthislightsourceisfixed;
-incaseofadaptivefront-lightingsystems(AFS):
alightsourcewhichcanonlybereplacedbyreplacementofthelightingunittowhichthislightsourceisfixed;"
3-21.2.11Variableintensitycontrol:
meansthedevicewhichautomaticallycontrolsrearlightsignalingdevicesproducingvariableluminousintensitiestoassuretheunvaryingperceptionoftheirsignals.Thevariableintensitycontrolispartofthelamp,orpartofthevehicle,orsplitbetweenthesaidlampandthevehicle.
3-21.2.12Adaptivefrontlightingsystem(or"AFS"):
meansalightingdevicetype-approvedaccordingtoRegulationNo.59,providingbeamswithdifferingcharacteristicsforautomaticadaptationtovaryingconditionsofuseofthedipped-beam(passingbeam)and,ifitapplies,andthemain-beam(driving-beam);
3-21.2.12.1Lightingunit:
meansalight-emittingcomponentdesignedtoprovideorcontributetooneormorefrontlightingfunction(s)providedbytheAFS;
3-21.2.12.2Installationunit:
meansanindivisiblehousing(lampbody)whichcontainsoneormorelightingunit(s);
3-21.2.12.3Lightingmodeormode:
meansastateofafrontlightingfunctionprovidedbytheAFS,asspecifiedbythemanufacturerandintendedforadaptationtospecificvehicleandambientconditions;
3-21.2.12.4Systemcontrol:
meansthatpart(s)oftheAFSreceivingtheAFScontrolsignalsfromthevehicleandcontrollingtheoperationofthelightingunitsautomatically;
3-21.2.12.5AFScontrolsignal(V,E,W,T):
meanstheinputtotheAFSinaccordancewiththeparagraph3-2.6.16.7.4ofthisRegulation;
3-21.2.12.6Neutralstate:
meansthestateoftheAFSwhenadefinedmodeoftheclassCpassingbeam("basicpassingbeam")orofthemainbeam,ifany,isproduced,andnoAFScontrolsignalapplies.
3-21.2.13Theverificationoflamppositionandlightingdirection:
Intheabsenceofspecificinstructions,theheightandorientationofthelampsshallbeverifiedwiththevehicleunladenandplacedonaflat,horizontalsurfaceintheconditiondefinedinparagraphs3-2.2.15,3-2.2.15.1.and3-2.3.15.2.IfAFSisalsofitted,thenthesystemshallbeinnormalsituation.
3-21.2.14Normalpositionofuseofamovablecomponent:
meanstheposition(s)ofamovablecomponentspecifiedbythevehiclemanufacturerforthenormalconditionofuseandtheparkconditionofthevehicle.
3-21.2.15Normalconditionofuseofavehiclemeans:
3-21.2.15.1foramotorvehicle,whenthevehicleisreadytomovewithitspropulsionenginerunninganditsmovablecomponentsinthenormalposition(s)asdefinedinparagraph3-2.2.14
3-21.2.15.2andforatrailer,whenthetrailerisconnectedtoadrawingmotorvehicleintheconditionsasprescribedinparagraph3-2.2.15.1anditsmovablecomponentsareinthenormalposition(s)asdefinedinparagraph3-2.2.14.
3-21.2.16Emergencystopsignal:
meansasignaltoindicatetootherroaduserstotherearofthevehiclethatahighretardationforcehasbeenappliedtothevehiclerelativetotheprevailingroadconditions.
3-21.3Theprinciplesforregardingapplicabletypeandscopeoftheinstallationoflightingandlight-signalingdevicesareasbelow:
3-21.3.1Thesamevehiclecategory(purpose).
3-21.3.2Thesametypeofvehiclebody.
3-21.3.3Thesameaxlesettype.
3-21.3.4Thesamebrandandvehicletypeseries.
3-21.3.5Thechassisvehiclehavehadsameaxlesettype.
3-21.3.6Thesamechassisbrand.
3-21.3.7Chassismanufacturersannouncedthatthesamechassisvehicletypeseries.
3-21.3.8Ifusechassisvehicleinsteadofcompletedvehicleforentireorpartialtesting,whichshallaccordingtosuitabletypesandrangeofprincipleareasbelow:
3-21.3.8.1Thechassisvehiclehavehadsameaxlesettype.
3-21.3.8.2Thesamebrand.
3-21.3.8.3Chassismanufacturersannouncedthatthesamechassisvehicletypeseries.
3-21.4Inthecaseofmotorvehiclesandtrailers
3-21.4.1Main-beamheadlamp:
Prohibitedontrailers.WhereanAFSisfittedandifitprovidesmain-beamfunction(s),itshallbeconsideredequivalenttoapairofmain-beamheadlamps.
3-21.4.1.1Themain-beamheadlampshallconformtorequirementsconcerning“Headlamps”or“Gas-dischargeHeadlamps”regulatedin“Standards”.
3-21.4.1.2Number:
Twoorfourinstalledsymmetricallyonvehicle’sbothsides.Whereavehicleisfittedwithfourconcealableheadlampstheinstallationoftwoadditionalheadlampsshallonlybeauthorizedforthepurposeoflight-signalling,consistingofintermittentillumination,atshortintervalsindaylight.
3-21.4.1.3Thecolourofthelightemittedbythelamps:
whiteandforboththetwosidelampsitshallbeidentical.
3-21.4.1.4Inlength:
atthefrontofthevehicleandfittedinsuchawaythatthelightemitteddoesnotcausediscomforttothedrivereitherdirectlyorindirectlythroughtherear-viewmirrorsand/orotherreflectingsurfacesofthevehicle.
3-21.4.1.5Geometricvisibility:
Thevisibilityoftheilluminatingsurface,includingitsvisibilityinareaswhichdonotappeartobeilluminatedinthedirectionofobservationconsidered,mustbeensuredwithinadivergentspacedefinedbygeneratinglinesbasedontheperimeteroftheilluminatingsurfaceandforminganangleofnotlessthan5degreeswiththeaxisofreferenceoftheheadlamp.
3-21.4.1.6Orientation:
Towardsthefront.Notmorethanonemain-beamheadlamponeachsideofthevehiclemayswiveltoproducebendlighting.
3-21.4.1.7Electricalconnections:
Themain-beamheadlampsmaybeswitchedoneithersimultaneouslyorinpairs.Forchangingoverfromthedippedtothemainbeamatleastonepairofmain-beamheadlampsshallbeswitchedon.Forchangingoverfromthemain-beamtothedipped-beamallmain-beamheadlampsshallbeswitchedoffsimultaneously.Thedipped-beamsmayremainswitchedonatthesametimeasthemainbeams.
3-21.4.1.8Tell-tale:
Circuit-closedtell-talemandatory.
