INTRODUCTION
ThisSafetyManualisakeypartoftheCNSMSafetyandEnvironmentalProtectionProgramwhichisdesignedtoprotectstudents,thegeneralpublic,andallCollegeofNaturalSciencesandMathematics(CNSM)personnelfromhealthhazardsandinjuriesassociatedwithCollegeoperations.ThecampusInjuryandIllnessPreventionProgram(IIPP),thecampusHazardCommunicationProgram(HAZCOMor“RightToKnow”),andtheCNSMChemicalHygienePlanforlaboratoryworkersareallpartoftheCNSMSafetyProgram.ThisManualendeavorstomakeallemployeesawareofthepresenceofandrisksassociatedwithpotentialhazardsintheworkplace,andpresentstherightsandobligationsofemployeesaccordingtoCaliforniaOccupationalSafetyandHealthAdministration(Cal/OSHA)regulations.ItincludesStandardOperatingProcedureswithafocusonpersonalsafety,andaddressesprotectionoftheenvironmentperlocal,StateandFederalregulations.
UpdatestotheManualandotherimportantsafetyinformationareconveyedtopersonnelperiodicallyviaemailandviatheCNSMSafetyWebsite,whichisupdatedregularly.Eachpersonwhosupervisestheworkofothersmustinformthesupervisedindividual(s)(studentsincluded)oftheseupdatesasapplicable,andincorporateanynecessarychangesintoexistingoperations.NotethattheCNSMSafetyOfficewebsite(sm.csulb.edu/services/safety/)alwayspresentsthemostcurrentversionoftheManualandotherguides.VisitthissiteoftentoensurethatyouremaincurrentwithCNSMpoliciesandprocedures.
IfanyportionoftheManualorwebsiteprovidesinformationinconflictwithanearliercommunication,themostrecentguidemustbeadoptedasthecurrentpolicyoftheCNSM.AdditionalSafetyPrograminformationispresentedontheOfficialWorkplaceSafetyBulletinBoard,nearthedoorwaynearHSCI-160.Allguidelines,referencesandregulationsreferredtointhisManualareavailableforyourreviewintheCNSMSafetyOffice(562)985-5623)inMICRO-001.
1.SAFETYSTRUCTUREANDPOLICYFORTHECOLLEGEOFNATURALSCIENCESANDMATHEMATICS
PrimaryresponsibilityforthesafetyofpeopleandprotectionoftheenvironmentatCSULBrestswiththePresidentandisgenerallycommunicatedthroughtheCSULBOfficeofEnvironmentalHealthandSafety(EH&S,x52283).TheUniversityinturndelegatestoDeansandDepartmentChairstheresponsibilityforaddressingthespecificEnvironmentalHealth&SafetyneedsofeachCollege.TheCNSMConstitutionaddressesEH&SandincludesaprovisionforCNSMandDepartmentSafetyCommittees.UniversityFoundationhasaparallelsystem.
TheDeanoftheCNSM,viatheCNSMSafetyOffice,istheadministratoroftheCNSMSafetyandEnvironmentalProtectionProgram.TheDeanand/orDepartmentChairswilltakeactiontocorrectpotentialproblemswithintheCollegethathavebeenidentified,andwillinitiatedisciplinaryactionagainstemployeesandstudentswhorefuseorfailtofollowestablishedprocedures.
CNSMSafetyOfficepersonnelRadiationSafetyOfficer/ChemicalHygieneOfficer(CHO)andAlt.RadiationSafetyOfficer/CHO,underthedirectionoftheCNSMDean,managetheCNSMSafetyandEnvironmentalProtectionProgramandtheUniversity-wideRadiationProtectionPrograminconjunctionwithappropriatecommittees.SafetyOfficepersonnelreviewandevaluatevariousactivities,projectsandresearchprogramsfromasafetyandenvironmentalstandpoint;maintainmostEH&S-relatedemployeerecords,andcoordinatecompliancewithFederal,State,LocalandUniversityregulationsandpolicies.SafetyOfficepersonnelinvestigatereportedaccidentsandproblemswithintheCNSM;assistcommittees,DepartmentChairs,FacultyandStafftoremedyEH&Sproblems;provideorcoordinatespecializedtrainingclasses;andareavailabletoreviewinstructionalprogramsforEH&Sprovisions;etc.
DepartmentChairs,withtheassistanceoftheCNSMSafetyOfficeandanyDepartmentsafetydesignee(s),mustadequatelyaddresshazardsassociatedwithDepartmentoperations,includingthoseactivitiesassociatedwithstudentgroups,volunteers,andFoundationemployees.TheChairmustmakeeveryefforttoensurethatonlycompetent,trainedindividualsaresupervisingothersand/orworkinginhazardousenvironments.Writtenproceduresandspecifictrainingprogramsforemployees/studentsmaybedevelopedandimplementedattheDepartmentlevel.Theseprogramsshouldbesentforreview/approvalbyCNSMSafety.
TheCNSMEnvironmentalHealthandSafetyCommittee(EH&S)isassembledasneededandiscomposedofaStaffmemberandFacultyrepresentativesfromeachDepartment.TheCNSMEH&SCommitteemayreviewmattersofCollegewidesignificanceandreporttotheDean.
DepartmentSafetyCommitteesprovidedforintheCNSMConstitutionmaybeassembledasneeded.
DepartmentofMathematicsandStatisticsandselectnon-technicalemployees,whilestillcoveredbytheCNSMSafetyprogram,mayparticipateinanabbreviatedversionofintroductorysafetytraining.Thislevelofintroductorysafetytrainingistermed“Basic”.Basicleveltrainedpersonnelmaynothandlechemicalsordohazardouswork.
