A.Foodserviceestablishmentsthatdonotserveahighlysusceptiblepopulation(suchasgenerallyfoundinhospitals,nursinghomes,elementaryschools,personalcarehomes,etc.)areallowedtoserverawand/orundercookedmeat,poultry,eggs,andfishprovidedaneffectivewrittenmeansofidentifyingtheproductthatisservedrawand/orundercookedandremindingtheconsumeroftheincreasedpotentialhealthriskassociatedwithconsumingraworundercookedmeat,poultry,eggs,andfish.Therefore,aninformedconsumercanmakethedecisionastowhetherheorshewouldbewillingtotaketheriskofconsumingtheundercookedand/orrawfooditem.
FoodServiceEstablishmentConstruction:
Q.CanIstartconstructiononmyfoodserviceestablishmentpriortosubmittingmyapplicationtotheHealthAuthority?
A.No.ConstructionoftheproposedfoodserviceestablishmentcannottakeplaceuntiltheapplicantreceivesthereviewingCountyHealthDepartment’sdocumentationapprovingtheproposedplansandspecification.SubsequenttotheHealthDepartmentapprovingtheplansandspecifications,constructionofthefoodserviceestablishmentmaybegin.Onceconstructed,theHealthDepartmentwillconductaPreoperational-InitialInspectioninordertoverifythattheconstructionwascompletedaccordingtotheapprovedplans,theestablishmentisincompliancewiththeChapter290-5-14,andtheequipmentisfunctioningproperly.TheHealthDepartmentwillissueapermittotheapplicant,oncethepreoperationalandtheinitialinspectionsarefoundtobeincompliancewithChapter290-5-14.Inaddition,theapplicantmustsubmitdocumentationtothepermittingCountyHealthDepartmentthathisestablishmentisincompliancewithanyapplicablestateandlocalcodesdealingwiththehisestablishment’slocation,construction,andsafetyrequirementsbeforethefoodservicepermittooperatecanbeissuedtotheapplicant.

A.ThenewinspectionhasbeenadaptedfromonedesignedbytheConferenceforFoodProtection.Insteadofdividingitemsintothreecategoriesasisfoundonthe1996form,itdividesitemsintotwocategories.CriticalcategoriesincluderiskfactorsasdesignatedbyTheCentersforDiseaseControl(CDC).Non-criticalcategoriesincludeitemsthataredesignatedbytheFederalFoodandDrugAdministration(FDA)asGoodRetailPractices.Theinspectionformincorporatesalettergradingsystemandnumericalscore.
Enforcementisbasedonthetypeofitemsmarked.Foodserviceestablishmentsarerequiredtoposttheirinspectionreportsinpublicviewwithina1’distancethatthepubliccanwalkuptothereporttoreadit.Theinspectionscoreisasnapshotoftheitemsobservedduringtheinspectiononthatgivenday.
Toaidtheconsumerinmakinganinformedchoicefortheirhealthregardingthefoodserviceestablishment’soperation,theinspectionreportisscoredandrequiredtobepostedinallfoodserviceestablishments.Inordertofurtherassisttheconsumerinmakingadetermination,thereareseveralitemsontheinspectionreporttoprovideguidance.TheLastScoreandPriorScoreprovideanoverviewoftheoperationbasedonthetwopreviousinspectionscoreswhichallowstheconsumertoobservetrendsoftheperformanceofthefoodserviceestablishmentforthemostcurrentandtwopreviousinspectionsofthefacility.

ThetopportionoftheinspectionreportdelineatestheFoodborneIllnessRiskFactorsandPublicHealthInterventions(categoryitems1-9)andisanimportantpartofarisk-based,routineinspectionbecauseitoutlinesitemsthatarevitaltopreventingfoodborneillness.ThebottomportionoftheinspectionreportdelineatestheGoodRetailPractices(categoryitems10-18)thatoutlinestheoveralloperationalandmaintenanceperformance.GoodRetailPracticesthatremainout-of-compliancemaygiverisetoconditionsthatmaysupporttheoccurrenceofillness.
An“R”markedontheinspectionreportdenoteswhenanobservedviolationhasnotbeencorrectedfromthepreviousinspectionandisthereforedeemedarepeatviolation.Aviolationthatisdeemedarepeatviolationisrecordedontheinspectionreportbybubblinginthe“R”bythecorrespondingitemmarked.A“COS”markedontheinspectionreportdenoteswhenanobservedviolationhasbeencorrectedon-sitethroughacorrectiveactiontakenbythefoodserviceestablishmentwhiletheCountyEnvironmentalHealthSpecialistwasinthefacilitysothattheviolationnolongerexists.
