ThatfaithisbasedonaconvictionthatthevitalityoftheUnitedStates,itscreativeanddiverseculturallife,itsisnationalsecurityandtherobustnessofitsdemocraticinstitutionsowemuchtothequalityofinstitutionsofhighereducation.
2Oursociety’sconfidenceinitsinstitutionsofhighereducationisexpressedthroughthegenerousinvestmentsofthefederalandstategovernmentinbasicandappliedresearch,investmentthatwiselycouplesupportforresearchwithsupportforgraduateeducation.Itisalsoexpressesthroughfederalandstateinvestmentsthatsubsidizethecostofhighereducationforthosewhocannotaffordtopay,investmentsbyprivatefoundationsandcharitieswhoseecollegesanduniversitiesasthebestroutesforachievingtheirstrategicgoals,andinvestmentsbyindividualsandbytheprivatesector,whoseeuniversitiesastheincubatorsoffuturehealthandprosperity.Inreturnforthisbroadsupport,societyrightfullyexpectscertainthingsfromus.Itexpectsthegenerationofnewideasandthediscoveryofnewknowledge,theexplorationofcomplexissuesinanopenandcollegialmannerandthepreparationofthenextgenerationofcitizensandleaders.Intimesoftrouble,itisespeciallyimportantthatweliveuptotheseexpectations.
3Themedievalimageoftheuniversityasanivorytower,withscholarsturnedinwardinsolitarycontemplation,immunizedfromthecaresoftheday,isanimagethathasbeensupersededbythemodernuniversityconstructednotofivory,butofahighlyporousmaterial,onethatallowsfreediffusioninbothdirections.Theacademyisoftheworld,notapartfromit.Itsideals,craftedovermanygenerations,aremeanttosuffusethenationalconsciousness.Itsscholarsandteachersaremeanttomoveinandoutoftheacademyinpursuitofopportunitiestousetheirexpertiseinpublicservice,inpursuitofcreativeworkthatwillgiveusilluminationandinsightandinpursuitofwaystoturnlaboratorydiscoveriesintousefulthings.Ourstudentsengagetheworldwithastrongsenseofcivicresponsibility,andwhentheygraduate
