TheMinistryofHealth(MOH)playsadominantroleindeveloping
thehealthcareserviceinSingapore.Itisinstrumentalin
establishingstandardsandensuringthattheindustryis
financiallysound.Singaporehospitals,bothpublicandprivate,
areassuredofhealthybalancesheetsduetotheMOH'
sprudent
planningforhealthcarefinancing.
Becauseofrisingmedicalcostsandanageingpopulation,the

theMOHhasimplementedseveralpolicies
onhealthcarefinancingoverthepastfewyears.Oneofthe
policies(knownasCASEMIX),announcedinNovember1998,wasa
systemofmonitoringsubsidiesforpublichospitalsandprivate
hospitalfees.
Singaporehas23hospitals,ofwhich10areoperatedbytheMOH
and13bytheprivatesector.Thetotalnumberofbedsasof
July31,1998was11,276,ofwhich9,091wereundertheMOHand
2,185undertheprivatesector.

RegistrationAct.TheCouncilregistersqualifiedmedical
practitionersforpracticeandmaintainsaRegisterofMedical
Practitioners.Italsodeterminesandregulatestheconductand
ethicsofmedicalpractitioners.
2.SingaporeNursingBoard
ThiswasestablishedundertheNursesandMidwivesAct1975.The
Boardregistersqualifiednurses,midwivesandenrollednurses
forpracticeandisresponsibleforregulatingandimproving
theirstandardofpracticeandconduct.Itisalsoresponsible
forthestandardsoftrainingfornursesandmidwives.
3.SingaporeDentalBoard
TheBoardregulatesthepracticeofdentistryandoverseesthe
professionalconductofdentists.
4.PharmacyBoard
TheBoardmaintainstheRegisterofRegisteredPharmacistsand
overseestheprofessionalconductandpracticesofpharmacists.
5.LaboratoryBoard
TheBoardisresponsibleforregulatingandimprovingthe
standardsofclinicallaboratorypractice.Itmaintainsa
registeroflaboratorytechnologistsandadvisestheMedical
Audit&
AccreditationUnitonthelicensingandaccreditationof
clinicallaboratories.
TheMOHprovidespreventive,curativeandrehabilitativehealth
services.Preventivehealthcarecompriseshealtheducation,
massvaccination/immunizationagainstinfectiousdiseasesand
selectivehealthscreening.Thecurativeandrehabilitative
servicesareprovidedthroughtheGovernmenthospitalsanda
networkofGovernmentpolyclinicsforgeneraloutpatientcare.

PrimaryhealthclinicsrunbytheMOHprovideabout20%of
primaryhealthcareinSingapore.About1,250privategeneral
practitionersprovidetherestofthe80%intheformofprivate
clinicsspreadoverthecountry.

andShentonMedicalGroupinMarch1999tosetup40neighborhood
clinicsinSingaporeandmoreintheregion.Theclinics,each

improvedandbetter-coordinatedpre-natalcare.
Childrenareimmunizedagainsttuberculosis,diphtheria,
pertussis,tetanus,poliomyelitis,measles,mumps,rubellaand
hepatitisB.Diphtheriaandmeaslesimmunizationsarecompulsory
bylaw.TheCentralImmunizationRegistrymonitorsthe
immunizationstatusofchildren.Onaverage,two-thirdsof
immunizationswerecarriedoutbyMOHclinicsandone-thirdby
privateclinics.
TheSchoolHealthServiceprovidesperiodichealthscreeningto
