33.6General
ThischaptercoversallBESPOM08-13requirementsforDepotMaintenanceandSustainmentSystemsTechnicalSupport(SSTS).
SignificantchangestothePPBEprocessandlifecyclemanagementhaveoccurredsincethelastPOMsubmission.BuildrequirementsforyourprogramstosupportLifeCycleSustainment:
♦Focusonevolvingrequirementsthroughoutthelifecycleofsystems.
♦Emphasizesustainmentaspartofthematerielsolution,whichdeliverscapabilitiestotheArmy.
♦EnsurethatreliabilityandsupportabilityoutcomesdeliveredwithArmysystemsaresustainedtodirectlyenableArmyTransformation.
♦Ensuresynchronizationofacquisitionandsustainmentthroughoutthelifecycleofthesystem
ThisphilosophyappliestobothDepotMaintenanceandSSTS.BepreparedtodiscussthisattheOPS-29reviewsandhowthisphilosophyinfluencesyourrequirements.IdentifyanyemergingrequirementstotheDAG-4byNLT6January2006.EmergingrequirementsaredefinedasnewtothisPOMbuild.
APOM08-13WeaponSystemsReview(WSR)hasbeendirectedbytheAssistantSecretaryoftheArmyforAcquisition,LogisticsandTechnologyforselectweaponsystems.TheWSRwillserveastheprocessforpresentingintegratedlifecycleweaponsystemrequirementsacrossEEandSSPEGappropriatedfundprograms.TheDepotMaintenancereview(OPS-29)andtheSSTSreviewareprerequisitesforasystem'
sparticipationintheWSRprocess.DetailedinformationontheWSRiscontainedintheWSRLOIinAppendixA.
AgenciesresponsibleforsubmissionofrequirementsforDepotMaintenanceOPS-29are:
USAMC,USAR,ARNG,AcquisitionSupportCenter(ASC),andPEO/PM.
AgenciesresponsibleforsubmissionofSSTSrequirementsareUSAMC,PEOs/PM,andAcquisitionSupportCenter(ASC).

33.7PlanningAssumptions
Thefollowingplanningassumptionsareused:
♦Assumetheactivecomponent(AC)homestationoperatingtempo(OPTEMPO)is841groundmilesperyearfortheM1TankforFORSCOMand751forEUSAandUSAREUR.FHPis13.1flyinghourspercrewpermonthforACand6.6forRC.AssumeOPTEMPOis201milesforArmyNationalGuardM1sand200tank-equivalentmilesforUSARunits.TheseassumptionsmaybeadjustedinApril2006aftertheArmydecisionontheOPTEMPOprogramisapproved.BudgetadjustmentsforthispurposewillbeaddressedasFactofLifechanges(FOL).
♦TheARNGmechanizedforcewillbereducedsignificantly.InFY08,theM1densitywillbe31%ofwhatwasauthorizedinFY05.InFY08,theM2densitywillbe71%ofwhatwasauthorizedinFY05.
♦Assumea10-division(AC)and8-division(NG)forcewith43(AC)brigadecombatteamBCTs,and34BCTs(NG)structureremainsconstantintheout-yearsofwhich7willbeStykerBCT.
♦AssumeanActiveComponentend-strengthof513KpersonnelandReserveComponentendstrengthof555K(USAR–205K,ARNG–350K)personnelattheendofFY06.

ThissectionprovidesinstructionsandformatsforthepreparationandsubmissionofdatanecessaryforOperationsandProgramSummary(OPS-29)reviews.AgenciesresponsibleforsubmissionofrequirementsforDepotMaintenanceOPS-29are:
FortheOPS-29review,participantsincludeHQDA,HQAMC,PEO/LCMC,ASC,USAR,ARNG.Allcustomers,regardlessofsourceoffunds,appropriation,orsourceofrepair,shouldplanonconductingdetailedOPS-29reviewsduringJanuary2006.OP-29reviewswillbedoneattheLCMCs.Thisisatentativeschedule,subjecttochange.

33.9.1GeneralDepotMaintenanceGuidance:
DepotMaintenancerequirementsforPOM08-13willbepresentedasapartofthecomprehensiveHQDAandHQ,AMCOP-29ReviewinJanuary2006.ProgramrequirementswillreflectafullycoordinatedpositionbetweenthePM,NGB,OCARandtheLCMC.
TheDepotMaintenancereview(OPS-29)willincludeareviewofalldepotlevelworkloadrequirementsregardlessofappropriation,scopeofworkorsourceofrepair.(e.g.Base,GWOT,Reset,Overhaul,RECAP,etc.)Theobjectiveistohaveacompletereviewofallrequirementsthatareidentifiedandbalancedacrosstheappropriationstoavoiddoublecounting.Tothisend,itisimperativethatnotonlytheMSC,butthePMs/PEOspresenttheirrequirementsandthatthiseffortreflectsafullycoordinatedpositionbetweenthePMandtheMSC.
USAMCincoordinationwiththePMwillprovide,byMSC,separatechartsdepictingthetotalenditemprogramandsecondaryitem(reparable)requirement,funding,backlog,andpercentfundedFY06-13.Byweaponsystem,provideseparatechartsdepictingsummaryofOMArequirementscomparisonchart(PF3.1–Aug05toOPS-29–Jan06)andchartsdepictingrequirement,funding,backlog,andpercentfundedFY06-13.ProvideseparatechartsshowingthetotalOMAandAWCF(reparable)programsorganicandcontractorfundingsplitbyFY.TheapplicablePRONsforeachweaponsystemmustalsobeincludedwithinthissectionofthebookusedduringtheactualreview.MSCsshallidentifyallsignificant(i.e.increasesordecreasesofgreaterthan10%)programchangesandincludedetailedreasonsforthatchange.FormatforchartsareinAppendixC.
USAMC,incoordinationwiththePMs,willprovideasinglechartperMSC,identifyingallnewsystemsmigratingfromproductionintosustainment.Thepurposeofthisistoensurenoshortfallsinrequirementsdeterminationforthesetransitioningsystems.
RequirementsforDepotMaintenancetosupportthemodularforcetransformationshouldbeidentified.RequirementsformodularitywillbeacceptedforPOM08-13andincludedinthebaseprogram.IdentifyaseparatePRONatNearTermReadiness(NTR)prioritywithaModularityWorkActivityCode(WAC)M4andadetaileddescriptionofthebasisoftherequirementandwhatunitsitwillsupport.
RequirementstosupportworkloadforallsupplementalsourceswillbereviewedandidentifiedforPOM08-13toprovideatotalrequirementviewfordepotmaintenance.TheserequirementswillbedisplayedontheDepotMaintenancequadchart(AppendixC).OIF/OEFwillcontinueto
