NEI’sthirdbiennialsurveyofnuclearpowerplantneighborsreplicatedthemethodologyandmostofthequestionsaskedin2005and2007.BiscontiResearch,Inc.conductedthesurveywithQuestGlobalResearchGroup,usinglistsofrandomlyselectedresidentialphonenumbersprovidedbyAffordableSamples,asamplingfirm.
TheU.S.has104nuclearpowerplantslocatedat64nuclearpowerplantsites.“Nuclearpowerplantcommunities”aredefinedasthe10-mileradiusaroundeachofthe64nuclearpowerplantsites,and“plantneighbors”aredefinedasadultslivingwithinthatarea.Intotal,1,152adultswereinterviewed:
∙18selectedatrandomfromeachofthe64plantsites.
∙Full-timeresidentsofthearea.
∙Householdswithelectriccompanyemployeesexcluded.
Themarginoferrorisplusorminusthreepercentagepoints.Eachfindingmaybeconsideredanaverageacrossplantsites.Attitudesarelessfavorableinsomeareasandmorefavorableinothers.

Opinionsonwasteissueschangedmostsignificantlybetween2007and2009,followingthefederalgovernment’sdecisiontoterminatetheYuccaMountainprojectandassessotheroptions.Plantneighborsexpressedmoreclearlyinthissurveythattheydonotwantthewastetostayattheplantsites.
∙Only56percentin2009,comparedwith71percentin2007,agreethatnuclearwastecanbestoredsafelyattheplantsiteuntilitismovedtoapermanentdisposalfacility.Only21percentin2009stronglyagree,comparedwith33percentin2007.
∙85percentin2009thinkthatitismoreappropriatethatnuclearwastebestoredat1or2volunteersiteswhereitcanbestoredmoresecurelyandefficiently(notaskedinprevioussurveys).Notethatthisquestionwasalwaysaskedafterthequestionaboutthesafetyofstorageattheplantsiteandsodidnotinfluencetheopinionsaboutplantsitestorage.
∙82percentin2009,comparedwith78percentin2007,wouldlikethefederalgovernmenttocontinuetodeveloptheYuccaMountainsiteforanationaldisposalfacilityfornuclearwasteaslongasitmeetsNRCstandards.
