AlthoughmanyoftheexistingservicerequirementsforNodeBandeNodeBaccessapplyequallytoHomeNodeB/eNodeB,additionalservicerequirementsmayalsobeneededtoaddresse.g.security,quality,chargingandaccessrestrictionsresultingfromtheenvisageddeploymentscenarios.ItisexpectedthatHomeNodeBandHomeeNodeBwillhavecommonrequirements.
AsthereareongoingtrialsofHomeNodeBsusingnon-standardizedsolutions,thisworkdevelopscommonand,whenneeded,specificrequirementsforbothHomeNodeB/eNodeBaccesssystems.Thederivedrequirementssupportrelatedongoingworkinother3GPPTSGs.
Initialworkfocussedonreviewingthistopic,drawingupontheworkonSoLSA,withaviewtoidentifyingmodificationstoexistingspecifications.
Considerationwasgiventoservicerequirementsfore.g.:

ServicerequirementsforbothUTRAanE-UTRAaccessforHomeNodeB/eNodeBtakeintoaccountaccesscapabilitiesandpossiblelimitationse.g.QoSandbandwidthrestrictions.ParticularattentionwasgiventotheoperationoftheequipmentinaccordancewiththelicencegrantedtothePLMNoperator.
MMI-Aspects-theneedforpossibledeploymentrequirements(e.g.plug&
play)andremoteconfigurationbythePLMNoperator,anddegreeofcontrolappropriatefortheuseroftheHomeNodeB/eNodeBwereconsidered.

On3GHNB,CTdefinedabasicmechanismtosupporttheCSGconceptandidlemodemobilityto/fromCSGcells.
ForHeNBdeployment,therearenolegacyissueslikeforHomeNodeB(HNB)deploymentinUMTS.ItisthusexpectedthatmoreoptimizedsolutionsforsupportofCSGHeNBswouldbedevelopedby3GPPTSGCT.IfthisfunctionalityisnotprovidedinE-UTRANinRel-8thenE-UTRANwillhavethesamelegacyproblemsinRel-9asGSMandUMTShavehadinthepastwhenSoLSAandHNBhavebeenintroduced.
Objective
OneofthemainissueswiththedeploymentofHNBsinanexistingUMTSnetworkistomaintainbackwardcompatibilityofpre-Rel-8terminalsinaUMTSnetworksupportingHNBs.
Hence,theworkspecificto3GHNBwasrestrictedbytherequirementtoreuseasmuchaspossiblelegacyprocedures.
CTlookedattheCSGconceptandtheterminalIdleModemobilityto/frommacro3Gcellfrom/toCSG.
ThedesignofthenewEPCtakesintoaccounttherequirementtosupporttheCSGconceptforHeNBsleadingtoamoreintegratedsolutionforHeNBsupportinLTEthaninUMTS.TheCTwork:

∙DefinesaCSGwhitelisttoindicatetheCSGstowhichaUEhasaccess

CNsignallingload,UEperformanceandfinallyUEbatterylifemaybecomesignificant.
ByimplementingspecificmobilityproceduresinRel-8mobilestosupportaCSGlikecellconcept,itshouldbepossibletoobviatethedisadvantagesposedbyUTRAHomeNBdeploymentsforRel-8mobiles.AsthepercentageofRel-8mobilespopulationgrows,thesignallingloadonthenetworkwilldiminishanduserexperiencecanbeenhanced.
TheworkspecifiesenhancedRel-8UTRAIDLEmodemobilityandtoconsiderenhancementstotheACTIVEmodemobilityinordertosupporttheCSGlikecellconcept(UTRAandLTE).
RAN2investigatedtheadoptionofagreedLTECSGlikeconceptsforUTRA.ItisimportantthatlegacymechanismsforUTRAHomeNBco-existwiththeconceptschosenbythisWItoensurepre-Rel-8UTRANUEaresupported.TheoptimizationofUTRAHomeNBconceptsforthesupportoflegacyterminalswasnotexcluded.
