■China,focusingonthebalanceofdevelopment,aimstotakeaplaceamongmajorautoproducingcountriesby2010
China'
svehicleproductionsurpassed3.2million(including1.15millionpassengercars),theproductiontargetfor2005undertheTenthFive-YearPlan(2001-2005)fortheAutomotiveIndustryinChina,whichwasannouncedinJune2001.Theproductionvolumeamountedto4.44millionin2003(including2.19millionpassengercars).
AgainstthebackdropofrapidgrowthandundertheAutomobileIndustryDevelopmentPolicy(issuedinJune2004),whichservesasguidanceforChina'
sautomobilepolicy,thefollowingobjectivehasbeenset:
ThefosteringofChina'
sautomotiveindustryintoacoreindustryofthenationaleconomyby2010,theformingofindustryintoanexportingindustryincluding,asthesubjectofthepolicy,cooperativedevelopmentwithrelatedindustryandtransportationinfrastructureandthefosteringofasoundautomobileconsumermarketwhilepreventingseveremaladjustmentfromoccurringduetoarapidgrowth.

Thetargetfigurefor2005is3.2millionundertheTenthFive-YearPlan(2001-2005)fortheAutomotiveIndustryinChina(whichwascompiledin2001).Outputwentbeyond3.2milliontoatotalof3.25millionin2002.Outputamountedto4.44millionin2003.Outputtotaled1.35millionin1994,whenIndustrialPolicyfortheAutomobileIndustrywasformulatedasChina'
sfirstindustrialpolicy.

*TomaketheautomotiveindustryintoacoreindustryoftheChineseeconomy.
*Tofosterasoundconsumermarketbypromotingcooperativedevelopmentofrelatedindustryandtransportationinfrastructure,andenvironmentalprotection.
*Tojoinamongmajorautoproducingcountriesworldwide,andtoalmostsatisfydomesticdemandandtoexportproductsinlargeamountsoverseas.
*ToimprovecapabilityforR&
Dandtechnologicalinnovationtofosterseveralglobalbrandcompaniesinthefiledofvehicles/motorcycles/automotiveparts.
*Tofosterseverallarge-scaleinternationallycompetitiveautomobileproductiongroupsbypreventinganumberofsmall-scalecompaniesfromfloodingthemarket.
*Todevelopsuppliersthatcancompeteintheglobalmarket.
■Fosteringalargeautomobilecorporategroupwithamarketshareofmorethan15%andanindependentmanagementplan
Asaprincipleofpolicyoperation,integrationismaintainedofabasicroleofresourceallocationbasedonmarketmechanismsandmacroeconomicadjustmentbythegovernment.Oneofthepoliciesthatbringtheprincipleintoshapeismandatoryformulationofadevelopmentplanbyalarge-scaleautomobilecorporategroup,whichmutuallycomplementsamedium-andlong-termdevelopmentplanthatNationalDevelopment&
ReformCommissiondesigns.Large-scaleautomobilegroupsthemselvesformulatetheirowndevelopmentplansbasedonthemedium-andlong-termplanandcarryouttheplanindependentlyasitwinsapprovalfromNationalDevelopment&
ReformCommission.
Oneoftherequirementstobecomealarge-scalecorporategroupishavinga15%shareofthemarketinChina;
currentlytwogroups,ChinaFAWGroupCorp.(FAWGroup)andShanghaiAutomotiveIndustry(Group)Corp.(SAICGroup)haveamarketshareof15%.Thenewautopolicysupportsautomakersdevelopingintolarge-scaleautomobilecorporategroupsintheformofresourcerestructuringorencouragesanautomakertoformanalliancebycomplementingeachcompany'
sadvantageandsharingresources.
Participationbyforeigncapitalintosuchreorganizationisalsoencouraged.Thenewautopolicysupportslargeautocorporategroupsjointlyinforeignautogroupsconsolidating/reorganizingautomakersinsideandoutsideofChina,thusexpandingtheirbusinessrange.Insuchacase,therestrictionthatlimitsthenumberofforeignshareholderstoasmanyastwoisnotapplied.
Asforarecentactualexample,GMandSAIC
(1)willjointlypurchasetheformerDaewooMotor'
sproductionfacilityinShandongProvinceand
(2)plantobringJinbeiGMAutomobileundertheumbrellaofShanghaiGM.AwidevarietyofsimilarpotentialshaveopenedforothercompaniesthathaveexpandedintoChina.
Asameasuretoexpandtherangeofindependentmanagement,anotificationsystemwasintroducedintoaportionofinvestmentthatwasrequiredtowinapproval.Forinstance,inthecaseofproductionofanewmodelwhichisrequiredtoreceiveauthorizationfrommultiplegovernmentagencies,companies,iftheymeettherequirements,areabletoobtainapprovalthroughnotificationandthegovernment'
sannouncementinashortertimethanbefore.
Investmentsthatarestipulatedassubjecttothenotificationsystemareasfollows:
(1)Investmentinexpansionofproductioncapacityandincreasesinavarietyofsimilarproductsbyself-financing
(2)Investmentinmotorcyclesandmotorcycleengines(3)Investmentinvehicles,andpartsforagriculturalvehiclesandmotorcycles.

■Tostreamlinethestructureoftheindustrybypromotingselectionandreorganizationandbytighteningconditionsontheestablishmentofnewautomakers
After2000,whenvehicleproductioninChinasurpassed2million,thenumberofcompaniesthathadenteredintothefieldofvehicleproductionbytakingoverslumpingautomakersandothermeansincreasedrapidly;
anaccumulatedtotalofthosecompanieshasamountedto24since2000.Includingthosenewentrants,morethanonethirdofthe117automakerswerereportedtobesufferingfromadeficitattheendof2002.
Underthenewautopolicy,asystemthatleadscorporaterealignmentisintroducedtoexpandthescaleofcompaniesandprofit,toincreaseconcentrationofindustry,andtopreventsmallautomakerswhereproductionandmanagementcapabilityislowerfromproliferating.
Authorizationofproductiontoautomakershadpreviouslybeenreferredtoaspermanentqualifications,butthenewautopolicymakesclearprovisionsfortheshutdownofautomakers.Inconcreteterms,namesofautomakersthatfailtosustainmanagementaremadepublicandthosecompaniesareprohibitedfromtransferringqualificationofproductiontonon-automobilecompanies.Inaddition,companieswhosenamesaremadepublicareencouragedtoshiftintoproductionofspecialtyvehiclesandautomotiveparts,ortoreorganizewithotherautomakers.
Proliferationofautomakersthatarelackinginthetechnologicalbaseisrestrictedbyotheraspects.Thenewautopolicysetsmandatoryrequirementsfortechnologiesincludingautomobilesafety,environmentalprotection,fuelsaving,andanti-theftatthelevelthatiscompliantwithmandatoryrequirementsintheinternationalstandardforvehicletechnologies,thusestablishingacertificationsystemforautomakersandproducts.
Companiesandproductsthatfailtomeetconditionsforcertificationareeliminatedfromnotification;
therefore,businessactivitiesofthosecompaniesarevirtuallyterminated.Moreover,underthenewautopolicy,requirementsforapprovalforproductionbycompaniesincluderequirementsforcapabilityfordesignanddevelopment,productionfacility,stabilityofproductionandqualitycontrolcapability,capabilityforsalesandafter-salesservice.
