Itsaimsare:

（1）Toensureandpromotethe=widest=20possiblemutualassistancebetweenallcriminalpolice=authoritieswithinthelimitsofthelawsexistingin=the=20differentcountriesandinthespiritofthe="

（2）Toestablishand=develop=20allinstitutionslikelytocontributeeffectivelyto=the=20preventionandsuppressionofordinarylawcrimes.

Article3

ItisstrictlyforbiddenfortheOrganizationto=undertake=20anyinterventionoractivitiesofapolitical,=military,=20religiousorracialcharacter.

Article4

AnycountrymaydelegateasaMembertothe=Organization=20anyofficialpolicebodywhosefunctionscomewithin=the=20frameworkofactivitiesoftheOrganization.The=requestfor=20membershipshallbesubmittedtotheSecretaryGeneral=bythe=20appropriategovernmentalauthority.Membershipshall=be=20subjecttoapprovalbyatwo-thirdsmajorityofthe=General=20Assembly.

TheInternationalCriminalPoliceOrganization-=Interpol=20shallcomprise:

TheGeneralAssembly

The=Executive=20Committee

TheGeneralSecretariat

TheNational=Central=20Bureaus

TheAdvisers

TheGeneralAssembly

Article6

TheGeneralAssemblyshallbethebodyofsupreme=authority=20intheOrganization.Itiscomposedofdelegates=appointedby=20theMembersoftheOrganization.

Article7

EachMembermayberepresentedbyoneorseveral=delegates;

=20however,foreachcountrythereshallbeonlyone=delegation=20head,appointedbythecompetentgovernmental=authorityof=20thatcountry.Becauseofthetechnicalnatureofthe=20Organization,Membersshouldattempttoincludethe=following=20intheirdelegations:

（a）Highofficialsof=departments=20dealingwithpoliceaffairs,

（b）Officialswhose=normal=20dutiesareconnectedwiththeactivitiesofthe=20Organization,

（c）Specialistsinthesubjectson=the=20agenda.

Article8

ThefunctionsoftheGeneralAssemblyshallbethe=20following:

（a）Tocarryoutthedutieslaiddownin=the=20Constitution;

（b）Todetermineprinciplesandlay=downthe=20generalmeasuressuitableforattainingtheobjectives=ofthe=20OrganizationasgiveninArticle2ofthe=Constitution;

（c）=20Toexamineandapprovethegeneralprogrammeof=activities=20preparedbytheSecretaryGeneralforthecoming=year;

（d）=20Todetermineanyotherregulationsdeemed=necessary;

（e）To=20electpersonstoperformthefunctionsmentionedin=the=20Constitution;

（f）Toadoptresolutionsandmake=20recommendationstoMembersonmatterswithwhichthe=20Organizationiscompetenttodeal;

（g）Todetermine=the=20financialpolicyoftheOrganization;

（h）To=examineand=20approveanyagreementstobemadewithother=20organizations.

Article9

Membersshalldoallwithintheirpower,insofar=asis=20compatiblewiththeirownobligations,tocarryout=the=20decisionsoftheGeneralAssembly.

Article10

TheGeneralAssemblyoftheOrganizationshallmeet=in=20ordinarysessioneveryyear.Itmaymeetin=extraordinary=20sessionattherequestoftheExecutiveCommitteeor=ofthe=20majorityofMembers.

Article11

11.1TheGeneralAssemblymay,wheninsession,set=up=20specialcommitteesfordealingwithparticular=20matters.

11.2Itmayalsodecidetoholdregional=20conferencesbetweentwoGeneralAssemblysessions.

Article12

12.1Attheendofeachsession,theGeneral=Assemblyshall=20choosetheplacewhereitwillmeetforitsnext=20session.

12.2TheGeneralAssemblymayalsodecide=whereit=20willmeetforitssessionintwoyearstime,ifoneor=more=20countrieshaveissuedinvitationstohostthat=20session.

12.3Ifcircumstancesmakeitimpossible=or=20inadvisableforasessiontobeheldinthechosen=meeting=20place,theGeneralAssemblymaydecidetochoose=another=20meetingplaceforthefollowingyear.

Article13

Onlyonedelegatefromeachcountryshallhavethe=rightto=20voteintheGeneralAssembly.

Article14

Decisionsshallbemadebyasimplemajorityexcept=in=20thosecaseswhereatwo-thirdsmajorityisrequiredby=the=20Constitution.

TheExecutiveCommittee

Article15

TheExecutiveCommitteeshallbecomposedofthe=President=20oftheOrganization,thethreeVice-Presidentsand=nine=20Delegates.ThethirteenmembersoftheExecutive=Committee=20shallbelongtodifferentcountries,dueweighthaving=been=20giventogeographicaldistribution.

Article16

TheGeneralAssemblyshallelect,fromamongthe=delegates,=20thePresidentandthreeVice-Presidentsofthe=Organization.A=20two-thirdsmajorityshallberequiredfortheelection=ofthe=20President;

shouldthismajoritynotbeobtainedafter=the=20second

ballot,asimplemajorityshallsuffice.=The=20PresidentandVice-Presidentsshallbefromdifferent=20continents.

Article17

ThePresidentshallbeelectedforfouryears.The=20Vice-Presidentsshallbeelectedforthreeyears.They=shall=20notbeimmediatelyeligibleforre-electioneitherto=thesame=20postsorasDelegatesontheExecutiveCommittee.If,=20followingtheelectionofaPresident,theprovisions=of=20Article15（paragraph2）orArticle16（paragraph3）=cannotbe=20appliedorareincompatible,afourthVice-President=shallbe=20electedsothat

allfourcontinentsare=representedatthe=20Presidencylevel.Ifthisoccurs,theExecutive=Committee=20will,foratemporaryperiod,havefourteenmembers.=The=20temporaryperiodshallcometoanendassoonas=circumstances=20makeitpossibletoapplythe

provisionsof=Articles15=20and16.

Article18

ThePresidentoftheOrganizationshall:

（a）=Presideat=20meetingsoftheAssemblyandtheExecutiveCommittee=and=20directthediscussions;

（b）Ensurethatthe=activitiesof=20theOrganizationareinconformitywiththedecisions=ofthe=20GeneralAssemblyandtheExecutiveCommittee;

（c）=Maintain=20asfarasispossibledirectandconstantcontactwith=the=20SecretaryGeneraloftheOrganization.

Article19

ThenineDelegatesontheExecutiveCommitteeshall=be=20electedbytheGeneralAssemblyforaperiodofthree=years.=20Theyshallnotbeimmediatelyeligibleforre-election=tothe=20sameposts.

Article20

TheExecutiveCommitteeshallmeetatleastonce=eachyear=20onbeingconvenedbythePresidentofthe=Organization.

Article21

Intheexerciseoftheirduties,allmembersofthe=ExecutiveCommitteeshallconductthemselvesas=20representativesoftheOrganizationandnotas=representatives=20oftheirrespectivecountries.

Article22

TheExecutiveCommitteeshall:

（a）Supervisethe=executionofthedecisionsoftheGeneral=Assembly;

（b）=20PreparetheagendaforsessionsoftheGeneral=20Assembly;

（c）SubmittotheGeneralAssemblyany=programme=20ofworkorprojectwhichitconsidersuseful;

（d）=Supervise=20theadministrationandworkoftheSecretary=General;

（e）=20Exerciseallthepowersdelegatedtoitbythe=Assembly.

Article23

Incaseofresignationordeathofanyofthe=membersof=20theExecutiveCommittee,theGeneralAssemblyshall=elect=20anothermembertoreplacehimandwhosetermofoffice=shall=20endonthesamedateashispredecessor'

s.Nomember=ofthe=20ExecutiveCommitteemayremaininofficeshouldhe=ceasetobe=20adelegatetothe

Organization.

Article24

ExecutiveCommitteemembersshallremaininoffice=until=20theendofthesessionoftheGeneralAssemblyheldin=the=20yearinwhichtheirtermofofficeexpires.

TheGeneralSecretariat

Article25

ThepermanentdepartmentsoftheOrganizationshall=constitutetheGeneralSecretariat.

Article26

TheGeneralSecretariatshall:

（a）Putinto=application=20thedecisionsoftheGeneralAssemblyandthe=Executive=20Committee;

（b）Serveasaninternationalcentrein=the=20fightagainstordinarycrime;

（c）Serveasa=technicaland=20informationcentre;

（d）Ensuretheefficient=administration=20oftheOrganization;

（e）Maintaincontactwith=nationaland=20internationalauthorities,whereasquestionsrelative=tothe=20searchforcriminalsshallbedealtwiththroughthe=National=20Central

Bureaus;

（f）Produceanypublications=whichmay=20beconsidereduseful;

（g）Organizeandperform=secretariat=20workatthesessionsoftheGeneralAssembly,the=Executive=20Committeeandanyotherbodyofthe=Organization;

（h）Draw=20upadraftprogrammeofworkforthecomingyearfor=the=20considerationandapprovaloftheGeneralAssemblyand=the=20ExecutiveCommittee;

（i）Maintainasfarasis=possible=20directandconstantcontactwiththePresidentofthe=20Organization.

Article27

TheGeneralSecretariatshallconsistofthe=Secretary=20Generalandatechnicalandadministrativestaff=entrusted=20withtheworkoftheOrganization.

Article28

TheappointmentoftheSecretaryGeneralshallbe=proposed=20bytheExecutiveCommitteeandapprovedbytheGeneral=Assemblyforaperiodoffiveyears.Hemaybe=re-appointed=20forothertermsbutmustlaydownofficeonreaching=theage=20ofsixty-five,althoughhemaybeallowedtocomplete=histerm=20ofofficeonreachingthisage.

Hemustbechosen=from=20amongpersonshighlycompetentinpolice=matters.

In=20exceptionalcircumstances,theExecutiveCommitteemay=propose=20ata
