ThisStandardProcurementDocument“PrequalificationDocumentforProcurementofWorksandUser’sGuide”hasbeenpreparedbytheWorldBankandisbasedontheMasterProcurementDocument“PrequalificationDocumentforProcurementofWorksandUser’sGuide”preparedbytheMultilateralDevelopmentBanksandInternationalFinancingInstitutions.ThisdocumentreflectsthemajorityviewoftheseinstitutionsandistobeusedwhenaprequalificationprocesstakesplacepriortothebiddingprocessforprocurementofworksthroughInternationalCompetitiveBidding（ICB）inprojectsthatarefinancedinwholeorinpartbytheWorldBank.

A.General

1.ScopeofApplication

1.1InconnectionwiththeInvitationforPrequalificationindicatedinSectionII,PrequalificationDataSheet（PDS）,theEmployer,asdefinedinthePDS,issuesthisPrequalificationDocument（PQD）toapplicantsinterestedinbiddingfortheworksdescribedinSectionVI,ScopeofWorks.Thenumberofcontractsandthenameandidentificationofeachcontract,andtheInternationalCompetitiveBidding（ICB）numbercorrespondingtothisprequalification,areprovidedinthePDS.

2.SourceofFunds

2.1TheBorrowerorRecipient（hereinaftercalled“Borrower”）indicatedinthePDShasappliedfororreceivedfinancing（hereinaftercalled“funds”）fromtheInternationalBankforReconstructionandDevelopmentortheInternationalDevelopmentAssociation（hereinaftercalled“theBank”）towardsthecostoftheprojectnamedinthePDS.TheBorrowerintendstoapplyaportionofthefundstoeligiblepaymentsunderthecontract（s）resultingfromthebiddingforwhichthisprequalificationisconducted.

3.FraudandCorruption

3.1ItistheBank’spolicytorequirethatBorrowers（includingbeneficiariesofBankloans）,aswellasbidders,suppliers,andcontractorsandtheirsubcontractorsunderBank-financedcontracts,observethehigheststandardofethicsduringtheprocurementandexecutionofsuchcontracts.Inpursuanceofthispolicy,theBank:

（a）defines,forthepurposesofthisprovision,thetermssetforthbelowasfollows:

（i）“corruptpractice”istheoffering,giving,receivingorsoliciting,directlyorindirectly,ofanythingofvaluetoinfluenceimproperlytheactionsofanotherparty;

（ii）“fraudulentpractice”isanyactoromission,includingamisrepresentation,thatknowinglyorrecklesslymisleads,orattemptstomislead,apartytoobtainafinancialorotherbenefitortoavoidanobligation;

（iii）“collusivepractice”isanarrangementbetweentwoormorepartiesdesignedtoachieveanimproperpurpose,includingtoinfluenceimproperlytheactionsofanotherparty;

（iv）“coercivepractice”isimpairingorharming,orthreateningtoimpairorharm,directlyorindirectly,anypartyorthepropertyofthepartytoinfluenceimproperlytheactionsofaparty;

（v）"

obstructivepractice"

is

（aa）deliberatelydestroying,falsifying,alteringorconcealingofevidencematerialtotheinvestigationormakingfalsestatementstoinvestigatorsinordertomateriallyimpedeaBankinvestigationintoallegationsofacorrupt,fraudulent,coerciveorcollusivepractice;

and/orthreatening,harassingorintimidatinganypartytopreventitfromdisclosingitsknowledgeofmattersrelevanttotheinvestigationorfrompursuingtheinvestigation;

or

（bb）actsintendedtomateriallyimpedetheexerciseoftheBank’sinspectionandauditrightsprovidedf
