IttookPughabout19minutestocompletetheone-kilometerswiminAntarcticawherethewateraveragedabout1.6degreesCelsius.Hesaysthathisbodycanonlytolerateabout20minutesinthefreezingwatersbeforeitstartsshuttingdown.Asheswims,hisbodytemperaturesteadilydrops,whichinturncauseshismusclecontroltodrop,slowinghimdown.Whenheisdonewithhisswim,hissupportteamrusheshimtoahotshowerandittakesalmostanhourforhisbodytemperaturetoreturntonormal.
DoctorsandPughcautionthatonemustreceivemonthsoftrainingtoswiminsuchcoldwaters.Evenexpertswimmerswhoareunusedtofreezingwatercandrownwithinminutesbecauseofthephysicalshockexperiencedbythebody.Pughsayshetrainedforsixmonthsbeforethisswim.

Partofthenewplaninvolvesanofferof$260milliontolocalgovernmentstochangeruleswherevehicleemissions(排放)areoverEUstandards.Ideassofarincludechangingroadlayouts,reprogrammingtrafficlightsandchargingafeefortheoldestandmostpollutingcarsontheroad.
Theplanalsoincludes$1.3billionforgovernmentpurchaseofextreme-low-emissionvehicles,nearly$130milliontoimproveinfrastructureforelectricvehiclechargingstationsand$378millionforremodelingexistingvehicles.
Climatechangeisalsoareasonfortheplantogetthesevehiclesofftheroad.“Wecan’tcarryonwithpetrolanddieselcars,”EnvironmentSecretaryMichaelGovesaid.“It’simportantweallprepareforasignificantchangewhichdealsnotjustwiththeproblemsofhealthcausedbyemissions,butthebroaderproblemscausedintermsofacceleratingclimatechange.”
