ThisspecificationisappliedtoM1andN1categoriesdefinedbyEUDirectiveandthematerialsusedforreplacementpartsofthesetypesofvehicles.Inaddition,thisspecificationdefinesanalysismethod,methodofmanagement,andtheidentificationofthecertainheavymetalsthatshouldnotbecontainedin.（Thisspecificationdoesnotapplytomaterialssuchascuttingoil,cleaner,maskingtapeandsoon,whichareconsumedduringmanufacturingprocessbutnotremainedforfinalproduct）.

1）Thisspecificationistopreventcontaminationfromheavymetalsusedformaterialsandcomponentsonrunningvehiclesandend-oflifevehiclesandtomeettheinternationalenvironmentalregulationpositively.

2）Thepurposeofthisspecificationistosatisfythecondition（Article4

（2）andAnnexII）thatstatesregulationoftheuseofheavymetalintheprocessofmanufactureofvehicleaslaiddowninEUDirective/2000/53/ECoftheEuropeanParliamentandoftheCouncil,whichiseffectivefrom10/21/2000,andtoimprovetheenvironmentalperformanceofHMCandKMCvehicles.

3）ThisspecificationwillbeamendedinordertosatisfytherevisedregulationofheavymetalsinDirective2000/53/ECoftheEuropeanParliamentandoftheCouncil.

3.REQUIREMENTS

3.1Thefollowing4typesofheavymetalsshallnotbeusedforthepurposeoftheautomotivecomponentsandmaterials:

Lead（Pb）,Mercury（Hg）,Cadmium（Cd）,HexavalentChromium（Cr6+）

3.2Exceptionally,fewofheavymetalistoleratedaslaiddownANNEXIIofDirective2000/53/EC.（RefertoANNEXII）

3.3Thelimitofimpurities:

Eventhoughheavymetalsarenotusedintentionallybuttheyarefoundedasmixtureofimpurities,theseheavymetalaretoleratedwithinthefollowinglimitation.Howevertheofficialdocumentwithsignatureofarepresentativedirectorshouldbesubmittedasprovidedthatthesesubstancesarenotintentionallyintroduced.

3.4MethodofReport:

Thedocumentshouldbesubmittedasprovidedthatlead,mercury,cadmium,andhexavalentchromiumarenotcontainedineachmaterialofcomponents.Thisdocumentshallincludetheanalysisreportinaccordancewithlistsinthisreference.（Ifheavymetalsareexceptionallytoleratedassubstancesformaterialsandcomponents,theofficialdocumentshouldbesubmittedinthesameway

2.（a）MemberStatesshallensurethatmaterialsandcomponentsofvehiclesputonthemarketafter1July2003donotcontainlead,mercury,cadmiumorhexavalentchromiumotherthanincaseslistedinAnnexIIundertheconditionsspecifiedtherein;

（b）inaccordancewiththeprocedurelaiddowninArticle11theCommissionshallonaregularbasis,accordingtotechnicalandscientificprogress,amendAnnexII,inorderto:

（i）asnecessary,establishmaximumconcentrationvaluesuptowhichtheexistenceofthesubstancesreferredtoinsubparagraph（a）inspecificmaterialsandcomponentsofvehiclesshallbetolerated;

（ii）exemptcertainmaterialsandcomponentsofvehiclesfromtheprovisionsofsubparagraph（a）iftheuseofthesesubstancesisunavoidable;

（iii）deletematerialsandcomponentsofvehiclesfromAnnexIIiftheuseofthesesubstancesisavoidable;

（iv）underpoints（i）and（ii）designatethosematerialsandcomponentsofvehiclesthatcanbestrippedbeforefurthertreatment;

theyshallbelabelledormadeidentifiablebyotherappropriatemeans;
