ThisspecificationisappliedtoM1andN1categoriesdefinedbyEUDirectiveandthematerialsusedforreplacementpartsofthesetypesofvehicles.Inaddition,thisspecificationdefinesanalysismethod,methodofmanagement,andtheidentificationofthecertainheavymetalsthatshouldnotbecontainedin.(Thisspecificationdoesnotapplytomaterialssuchascuttingoil,cleaner,maskingtapeandsoon,whichareconsumedduringmanufacturingprocessbutnotremainedforfinalproduct).
1)Thisspecificationistopreventcontaminationfromheavymetalsusedformaterialsandcomponentsonrunningvehiclesandend-oflifevehiclesandtomeettheinternationalenvironmentalregulationpositively.
2)Thepurposeofthisspecificationistosatisfythecondition(Article4
(2)andAnnexII)thatstatesregulationoftheuseofheavymetalintheprocessofmanufactureofvehicleaslaiddowninEUDirective/2000/53/ECoftheEuropeanParliamentandoftheCouncil,whichiseffectivefrom10/21/2000,andtoimprovetheenvironmentalperformanceofHMCandKMCvehicles.
3)ThisspecificationwillbeamendedinordertosatisfytherevisedregulationofheavymetalsinDirective2000/53/ECoftheEuropeanParliamentandoftheCouncil.
3.REQUIREMENTS
3.1Thefollowing4typesofheavymetalsshallnotbeusedforthepurposeoftheautomotivecomponentsandmaterials:
Lead(Pb),Mercury(Hg),Cadmium(Cd),HexavalentChromium(Cr6+)
3.2Exceptionally,fewofheavymetalistoleratedaslaiddownANNEXIIofDirective2000/53/EC.(RefertoANNEXII)
3.3Thelimitofimpurities:
Eventhoughheavymetalsarenotusedintentionallybuttheyarefoundedasmixtureofimpurities,theseheavymetalaretoleratedwithinthefollowinglimitation.Howevertheofficialdocumentwithsignatureofarepresentativedirectorshouldbesubmittedasprovidedthatthesesubstancesarenotintentionallyintroduced.

3.4MethodofReport:
Thedocumentshouldbesubmittedasprovidedthatlead,mercury,cadmium,andhexavalentchromiumarenotcontainedineachmaterialofcomponents.Thisdocumentshallincludetheanalysisreportinaccordancewithlistsinthisreference.(Ifheavymetalsareexceptionallytoleratedassubstancesformaterialsandcomponents,theofficialdocumentshouldbesubmittedinthesameway

inthiscase,theofficialdocumentshouldexplainexplicitlythattheuseofheavymetalsassubstanceformaterials,componentsareexceptionallyapproved).

2.(a)MemberStatesshallensurethatmaterialsandcomponentsofvehiclesputonthemarketafter1July2003donotcontainlead,mercury,cadmiumorhexavalentchromiumotherthanincaseslistedinAnnexIIundertheconditionsspecifiedtherein;
(b)inaccordancewiththeprocedurelaiddowninArticle11theCommissionshallonaregularbasis,accordingtotechnicalandscientificprogress,amendAnnexII,inorderto:
(i)asnecessary,establishmaximumconcentrationvaluesuptowhichtheexistenceofthesubstancesreferredtoinsubparagraph(a)inspecificmaterialsandcomponentsofvehiclesshallbetolerated;
(ii)exemptcertainmaterialsandcomponentsofvehiclesfromtheprovisionsofsubparagraph(a)iftheuseofthesesubstancesisunavoidable;
(iii)deletematerialsandcomponentsofvehiclesfromAnnexIIiftheuseofthesesubstancesisavoidable;
(iv)underpoints(i)and(ii)designatethosematerialsandcomponentsofvehiclesthatcanbestrippedbeforefurthertreatment;
theyshallbelabelledormadeidentifiablebyotherappropriatemeans;
(c)theCommissionshallamendAnnexIIforthefirsttimenotlaterthan21October2001.InanycasenoneoftheexemptionslistedthereinshallbedeletedfromtheAnnexbefore1January2003.
