Thisstudyusesemploymentdatatoexaminewhysomeindustrieshostmorenewhigh-growthfirmsthanothers.Usingauniquedatabaseof201industriesovera15-yearperiod,wefindthatincreasesintheproportionofemploymentofscientistsandengineersinindustriesarepositivelyassociatedwithcountsoffast-growingnewfirms;
however,wedonotdetectarelationshipbetweenfluctuationsintheproportionofemploymentinsalesandproductionoccupationsandcountsoffast-growingnewfirms.Thefindingssuggestthattechnologicalinnovationisanimportantdeterminantofentrepreneurialopportunity.Further,theysuggestthatprivatenewfirmsareanimportantmeansoforganizingcommercialinnovationandthatnewfirmsmaybelessconstrainedbycomplementaryassetsthanhasbeenpreviouslyunderstood.

Standardsforcross-enterprisecommunicationbetweensystemsthatactivelymanageproductdataandwhichcontroltheassociatedworkflows–includingreleaseandapprovalprocesses–havebeeninindustrialuseforsometime.Experiencesgainedduringthelastdecadeshowedthatpurelydatacentricapproaches,suchassupportedbyIGES,ISO10303(STEP)andIFCarenotsufficient.Cross-enterprisecommunicationrequiresnotonlyagreementsaboutdataformatandsemantics,butalsoaboutorderlyproceduresforefficientcommunicationbetweenthestakeholdersinaworkflow.
Thispaperpresentsthebackgroundandapproachtakenforthedevelopmentofastandardforcross-companyengineeringchangemanagement(ECM),whichiscurrentlyundertakenasajointactivitybetweenVDA(GermanAssociationoftheAutomotiveIndustry)andProSTEPiViP(internationalassociationforinformationintegrationinindustry).Basedontheresultsofthisjointactivity,whichwasrecentlypublishedasSASIGECMRecommendationV2.0andasVDA4965V3.0,ECMPilotimplementationswithinmembercompanieswereconducted.Theyprovedthatalead-timereductionoftheengineeringchangeprocessof20%–40%ispossiblewhilethequalityoftheprocessincreases.Theapproachitselfshouldworknotonlyinengineeringchangeorproductdataenvironments,butalsoindocumentorientedenvironmentsaswellasinsectorsotherthanautomotive.
TheECMstandardprovidesspecificationsofreferencebusinessprocesses,includingthedefinitionoftheparticipants’rolesandtheinteractionandsynchronization(“touch”)pointswheredataarecommunicated.Itleveragesandbuildsonotherestablishedproductdatastandardswhereverpossible.Thus,thedatamodeldefinedbySTEPAP214,(CoreDataforautomotivemechanicaldesignprocesses)isusedtodescribethe“payload”–i.e.theproductdatacontenttobeexchanged–atdefinedsynchronizationpoints.OMG’sPLMServicesprovidetheframeworkforsendingmessagesbetweenthestakeholdersofanEngineeringChange,andbusinessprocessmodellinglanguagessuchase.g.BPEL(BusinessProcessExecutionLanguage),standardizedbyOASIS,providethecapabilitytoexecutetheECMprotocol’sspecification.Theyensuretheabilitytousethelateststate-of-the-artinternettechnologiessuchasXMLandweb-services.
