领导者应对突发公共事件的能力提升对策思考
摘要:
目前,突发公共事件对经济和社会发展造成的损害越来越严重,能否积极有效应对突发公共事件,领导者的能力及其发挥起着至关重要的作用。
提升领导者应对突发公共事件的能力,是推动构建和谐社会和贯彻落实科学发展观的需要;是提升政府形象及公信力,增强政府凝聚力的需要;也是应对当前突发事件发展趋势和提升领导者个人能力不断发展的需要。
但是,现实中领导者应对当前突发事件的能力仍存在一些问题和不足,领导者的思想认识不到位,危机意识薄弱;心理压力巨大,抗风险能力不强;社会管理和公共服务能力不足;信息沟通、危机公关能力欠缺;也缺乏处置突发公共事件的专门训练、经验不足。
因此,提升领导者应对突发公共事件的能力,领导者应加强学习,储备必要的应急知识;培养坚强的意志,积极调适心态;加强培训和演习,提高应急意识和能力;提高以人为本,果断决策、现场处置的能力;强化信息沟通,引导舆论的能力;另外,为使领导者的能力得到最大程度的发挥,必须完善机制,优化领导者能力发挥的环境。

Atpresent,publicemergenciesdidmoreandmoredamagestotheeconomicandsocialdevelopment,activetopublicemergencies,leaderofthevitalcapacityandplaytherole.Ascensiontopublicemergenciesleader,istheabilitytoconstructtheharmonioussocietyandimplementingscientificdevelopmentneeds,Thegovernmentimageandcredibilityistheneedtostrengthenthecohesiveness,Isthedevelopmenttrendofeventsandthecontinuousdevelopmentofpersonalabilityofleadership.Butinreality,theleaderoftheincidentabilitystillexistssomeproblemsandtheinsufficiency,theleaderoftheideologicalunderstanding,weakawarenessofcrisis,Thepsychologicalpressureandanti-riskabilityisnotstrong,Thesocialmanagementandpublicserviceabilityisinsufficient,Informationcommunication,crisismanagementskills,Alsolackofpublicemergenciesofspecializedtrainingandexperience.Therefore,theleadertopublicemergencies,leadersshouldstrengthenlearning,reservenecessaryemergencyknowledge,Cultivateastrongwill,andpositiveadaptationmentality,Strengthenthetraininganddrills,improveemergencyconsciousnessandability,Improvepeople-oriented,decisivedecision-makingability;thedisposalsite,Strengthencommunicationofinformationandguidanceopinionability,Inaddition,theabilitytomakeleadersgetmaximumplay,wemustimprovethemechanism,optimizingtheenvironmentabilityplayleader.

引言
(一)选题的背景
20世纪70年代人类社会开始从工业经济时代进入知识经济时代,逐步实现了全球的经济一体化,在经济全球化的同时,不可避免的也促进了全球的政治一体化进程。
随着全球化的深入发展,国际范围内危机事件的发生频率呈明显的上升趋势。
各国危机事件的频频发生,除与全球化有关外,还有各个国家具体而特殊的原因。
目前,我国正处在改革开放和现代化建设的关键时期,在改革开放力度不断加大,社会主义市场经济快速发展的形势下,不可避免的会因各类矛盾和问题引发不同程度的突发公共事件。
这种不可预测的,非常态的突发事件,往往会对人类的生存和发展造成预料不到的灾难性后果和危害。
2001年美国发生的“9.11”事件,2003年我国发生的SARS事件,2004年的印度洋海啸以及今年爆发的甲型H1N1流感等,都给我们敲响了警钟。
(二)选题的意义
突发公共事件会影响到经济社会的发展,和谐社会的构建。
2006年1月我国颁布了《国家突发公共事件总体应急预案》[1],总体预案所称的突发公共事件,是指突然发生,造成或者可能造成重大人员伤亡、财产损失、生态环境破坏和严重社会危害,危及公共安全的紧急事件。
突发公共事件有时也简称突发事件。
突发公共事件由于其有危机的潜质,具有向危机转化的的特性,因此,有时也将突发公共事件称为公共危机事件。
突发公共事件具有公共性、突发性、紧急性、高度不确定性、极大的危害性、超地域性或全球性和双重效果性等特征。
《国家突发公共事件总体应急预案》将突发公共事件主要分成四类:
自然灾害、事故灾难、公共卫生事件、社会安全事件。
如何有效地应对这些突发公共事件,是提高党和政府的执政能力的重要内容,也是各级党委和政府面临的一个十分紧迫的现实问题。
