Althoughtheaimofthecriminaljusticesystemistogetthembackintosociety,thesystemitselfdoesn’tsupportsuchagoal.Althoughmostprisonsarelocatedwithinthecommunity,prisonsareusuallyisolated(隔离的)andterriblyovercrowded.Eveninthebetter-equippedprisons,onlyone-thirdoftheprisonershavejobtrainingopportunitiesorworkrelease(监外就业)choices.
Ifprisonsaretoachievethegoalofgettingprisonersbackintosociety,thentheprisonsthemselveswillhavetochange.First,theywillhavetobesmaller,housingnomorethanfivehundredprisoners.Ithasbeenshownthatcrowdingdoesnothelpimprove(改进)behaviors.Second,theywillhavetobebuiltinornearpopulationcenterswithwhatprisonersneed.Thismustincludesocialservices.Finally,prisonprogramsmustbereorganizedtoprovideworkreleaseandjobtrainingforallprisoners,givingthemskillsthatcarryoverintotheirlivesafterrelease.Inadditiontoworkrelease,successfulmodelsforsuchteamworkbetweenthecriminaljusticesystemandthecommunityalreadyexistinseveralhundredhalf-wayhousesthroughoutthecountrywhereprisonerscompletetheirsentenceswhilebeginningtorebuildtheirlivesasproductivemembersofsociety.Studiessuggestthatimprisonmentasitiscurrentlyoperatedmustbeviewedaspunishmentratherthanreform.Untilweapproachtheproblemintermsofchangingbehaviors,prisonerswhoaresetfreewillprobablyreturntoalifeofcrime.
