middleclassparentswatchthedreamstheyholdfortheirchildrenevaporate.
Inthispartofthecitytherearemorepoorthanever,morefamiliesin
trouble,moreandmorepeoplewhoneedhelpbut

trembleinthebasementsofthehousesthere.
Andtherearepeoplewhosleepinthecitystreets,inthegutter,wheretheglitterdoesn'

Maybe,maybe,Mr.President,ifyou
visitedsomemoreplaces.maybeifyouwentto
Appalachiawheresomepeoplestillliveinsheds.maybeifyouwenttoLackawannawhere
thousandsofunemployedsteelworkerswonderwhywesubsidizedforeignsteel.Maybe,Mr.
President,ifyoustoppedinatashelterinChicagoandspoketothehomelessthere.maybe,
Mr.President,ifyouaskedawomanwho
hadbeendeniedthehelpsheneededtofeedher
childrenbecauseyousaidyouneeded
themoneyforataxbreakforamillionaireorforamissilewecouldn'
taffordtouse.

mafraidnot.Becausethetruthis,ladiesandgentlemen,that
thisishowwewerewarneditwouldbe.PresidentReagantoldusfromtheverybeginningthat
hebelievedinakindofsocialDarwinism.Survival

Governmentcan'

everything,"
weweretold,soitshouldsettlefortakingcareofthestrongandhopethat
economicambitionandcharitywilldotherest.Maketherichricher,andwhat
fallsfromthetablewillbeenough
forthemiddleclassandthosewhoaretryingdesperatelytoworktheir
wayintothemiddleclass.
Youknow,theRepublicanscalledit"
trickledown"
whenHoovertriedit.Nowtheycallit
supplyside."
Butit'
sthesameshiningcityforthoserelativefewwhoareluckyenough
toliveinitsgoodneighborhoods.Butforthepeoplewhoareexcluded,forthepeoplewhoarelocked
out,alltheycandoisstarefromadistanceatthatcity'
sglimmeringtowers.
It'
sanoldstory.It'
sasoldasourhistory.ThedifferencebetweenDemocratsandRepublicans
hasalwaysbeenmeasuredincourageandconfidence.
TheRepublicansbelievethat
thewagontrainwillnotmakeittothefrontierunlesssomeoftheold,
someoftheyoung,some
oftheweakareleftbehindbythesideofthetrail."
Thestrong,"
theytellus,"
willinheritthe
land."
WeDemocratsbelieveinsomethingelse.Wedemocratsbelievethatwecan
makeitallthe
waywiththewholefamilyintact,andwehavemorethanonce.EversinceFranklinRoosevelt
liftedhimselffromhiswheelchairtoliftthisnationfromitskneeswagon
trainafterwagontrainto
newfrontiersofeducation,housing,peace.thewholefamilyaboard,constantly
reachingouttoextendandenlargethatfamily.liftingthemupintothewagonontheway.
blacksandHispanics,andpeopleofeveryethnicgroup,andnativeAmericansall
thosestrugglingtobuildtheirfamiliesandclaimsomesmallshareofAmerica.
Fornearly50yearswecarriedthemall
tonewlevelsofcomfort,andsecurity,anddignity,evenaffluence.And
rememberthis,someofusin
thisroomtodayarehereonlybecausethisnationhadthatkind
ofconfidence.Anditwouldbewrongtoforgetthat.
So,hereweareat
thisconventiontoremindourselveswherewecomefromandtoclaimthe
futureforourselvesandforourchildren.TodayourgreatDemocraticParty,which
hassavedthisnationfromdepression,fromfascism,fromracism,fromcorruption
iscalledupontodoitagainthistimeto
savethenationfromconfusionanddivision,fromthethreatofeventual
fiscaldisaster,andmostofallfromthefearofanuclearholocaust.
That'
snotgoingtobeeasy.MoUdallisexactly
rightitwon'
tbeeasy.Andinorderto
succeed,wemustanswerouropponent'
spolishedandappealingrhetoricwithamoretelling
reasonablenessandrationality.
Wemustwinthiscaseonthemerits.
WemustgettheAmericanpublicto
lookpasttheglitter,
beyondtheshowmanshipto
thereality,thehardsubstanceofthings.
Andwe'
lldoitnotsomuchwith
speechesthatsoundgoodaswith
speechesthataregoodandsound.notso
muchwithspeechesthatwillbringpeopleto
theirfeetaswithspeechesthatwillbringpeopleto
theirsenses.WemustmakeWe
mustmaketheAmericanpeoplehearour"
TaleofTwoCities."
Wemustconvincethemthatwedon'
thavetosettlefortwocities,thatwecanhave
onecity,indivisible,shiningforallofitspeople.
Now,wewillhavenochancetodothatifwhat
comesoutofthisconventionisababelof
arguingvoices.Ifthat'
swhat'
sheardthroughoutthecampaign,dissident
soundsfromallsides,wewillhavenochanceto
tellourmessage.Tosucceedwewillhavetosurrendersome
smallpartsofourindividual
interests,tobuildaplatformthatwecanallstandon,atonce,
andcomfortablyproudly
singingout.Weneedaplatformwecanallagreetosothatwecan
singoutthetruthforthenationtohear,in
chorus,itslogicsoclearandcommandingthatno
slickMadisonAvenuecommercial,noamountofgeniality,nomartialmusicwillbeableto
mufflethesoundofthetruth.
AndweDemocratsmustunite.
WeDemocratsmust
unitesothattheentirenationcanunite,
becausesurelytheRepublicanswon'
tbringthiscountrytogether.Theirpoliciesdividethe
nationintotheluckyandtheleftout,intotheroyaltyandtherabble.
TheRepublicansare
willingtotreatthatdivisionasvictory.Theywouldcutthisnation
inhalf,intothosetemporarilybetteroffandthoseworseoffthanbefore,andtheywouldcall
thatdivisionrecovery.
Now,weshouldnotbeembarrassedordismayedorchagrinediftheprocessofunifyingis
difficult,evenwrenchingat
times.Rememberthat,unlikeanyotherParty,weembracemen
andwomenofeverycolor,everycreed,everyorientation,everyeconomicclass.Inourfamily
aregatheredeveryonefromtheabjectpoorofEssexCountyinNew
York,totheenlightenedaffluentofthegoldcoastsatboth
endsofthenation.Andinbetweenistheheartofour
constituencythemiddleclass,thepeoplenotrichenoughtobeworryfree,
butnotpoorenoughtobeonwelfare.themiddleclassthose
peoplewhoworkforalivingbecausethey
haveto,notbecausesomepsychiatrist
toldthemitwasaconvenientwaytofill
theintervalbetweenbirthandeternity.Whitecollarandbluecollar.Youngprofessionals.Menandwomeninsmallbusinessdesperateforthecapitalandcontractsthattheyneedtoprovetheirworth.
Wespeakfortheminoritieswhohavenotyetenteredthemainstream.Wespeakforethnics
whowanttoaddtheirculturetothemagnificentmosaicthatisAmerica.

Wespeakforyoungpeopledemandinganeducationandafuture.Wespeakforsenior
citizens.Wespeakforseniorcitizenswhoareterrorizedbytheidea
thattheironlysecurity,
theirSocialSecurity,isbeingthreatened.Wespeakformillionsofreasoningpeoplefightingto
preserveourenvironmentfromgreedandfrom
stupidity.Andwespeakforreasonablepeoplewhoarefightingtopreserveourveryexistence
fromamachointransigencethatrefusesto
makeintelligentattemptstodiscussthepossibilityofnuclearholocaustwithourenemy.They
refuse.Theyrefuse,becausetheybelievewecanpilemissilessohighthat
theywillpiercethecloudsandthesightofthemwillfrightenourenemiesintosubmission.
Nowwe'
reproudofthisdiversityasDemocrats.We'
regratefulforit.Wedon'
thaveto
manufactureitthewaytheRepublicanswillnextmonth
inDallas,byproppingupmannequin
delegateson
theconventionfloor.Butwe,whilewe'
reproudofthisdiversity,wepayaprice
forit.
