我们跨入新世纪已经15年了。
15年前,我们的本土遭受恐怖袭击,从那以后,我们展开了两场旷日持久、耗资巨大的战争;
15年里,我们经历了影响全国乃至全球的严重经济衰退。
时至今日,依然有很多人还因这场危机而举步维艰。

Tonight,afterabreakthroughyearforAmerica,oureconomyisgrowingandcreatingjobsatthefastestpacesince1999.

Ourunemploymentrateisnowlowerthanitwasbeforethefinancialcrisis.
Moreofourkidsaregraduatingthaneverbefore.
Moreofourpeopleareinsuredthaneverbefore.
Andweareasfreefromthegripofforeignoilaswe’vebeeninalmost30years.
(Applause.)
但是今晚,我们翻开了历史的新篇章。
今晚,美国经过一年的突飞猛进,我们的经济增长迅速,就业增长速度是自1999年以来最快的。
同时,失业率也降低到金融危机之前的水平以下。
更多的孩子从学校毕业。
更多的人得到了保险的保障。
与30年前相比,我们摆脱了对海外石油的依赖。

Sixyearsago,nearly180,000AmericantroopsservedinIraqandAfghanistan.
Today,fewerthan15,000remain.
Andwesalutethecourageandsacrificeofeverymanandwomaninthis9/11Generationwhohasservedtokeepussafe.
Wearehumbledandgratefulforyourservice.
今晚,是自911以来,我们在阿富汗的战争首次宣布结束。

我们是想要面对一个充满恐惧和动荡,被拖入各种冲突,以高昂的代价消耗我们的军力,损害我们地位的世界呢,还是要利用我们的所有资源和能力,发挥才智,领导全球消除威胁,保护我们的地球呢?

Sotonight,Iwanttofocuslessonachecklistofproposals,andfocusmoreonthevaluesatstakeinthechoicesbeforeus.
再过两周,我将向本届国会递交一份切实可行的,不存在党派偏见的预算方案。
接下来的几个月,我将到全国各地就这些想法进行解释说明。

每3个星期,我们就有相当于2008年全年的太阳能发电能力上线运行。

Today,wehavenewtoolstostoptaxpayer-fundedbailouts,andanewconsumerwatchdogtoprotectusfrompredatorylendingandabusivecreditcardpractices.
Andinthepastyearalone,about10millionuninsuredAmericansfinallygainedthesecurityofhealthcoverage.
我们相信合理的规定可以避免危机的再次发生,保护家庭免受摧残,并鼓励公平竞争。

Wecan’tslowdownbusinessesorputoureconomyatriskwithgovernmentshutdownsorfiscalshowdowns.
Wecan’tputthesecurityoffamiliesatriskbytakingawaytheirhealthinsurance,orunravelingthenewrulesonWallStreet,orrefightingpastbattlesonimmigrationwhenwe’vegottofixabrokensystem.
Andifabillcomestomydeskthattriestodoanyofthesethings,Iwillvetoit.
Itwillhaveearnedmyveto.
因此,结论是明确的。
面向中产阶级的经济政策是有效的。
扩大就业机会,只要这一政策不被政治力量所阻挡,就能持续发挥作用。
我们不能减缓企业发展速度,让经济陷入危机,让政府面临关门,让财政面临破产。
我们不能剥夺人们的医保,推翻对华尔街的监管政策,不能在改革问题百出的移民体系的时候而争论不休,我们不能这么冒险让无数家庭陷入不安。
如果任何一份送到我的办公桌上的议案想要做以上这些事情,我都会否决。
我100%会否决。

今天,由于经济的持续发展,越来越多的人感受到了复苏的气息。
