ANNUALREPORT2008-2009
TheDirectorsoftheLonesomePineSoilandWaterConservationDistricthadaveryproductiveandbeneficialyearfor2008-2009.Manyserviceswereprovidedtoindividualcooperators,unitsofgovernment,andbusinessesinDickensonandWisecounties.SincethetwomajorprioritiesoftheDistrictwereeducationandwaterquality,themajorityoftheactivitiescenteredonschoolchildren,clubs,andcivicgroupswithsubjectmatterrelatingtowaterqualityandconservation.Districtmembershavebeenleadersanddirectlyinvolvedwithallactivities.Grantshavemadeitpossibleformanyprojectstobecomerealities.WesincerelyappreciatethesupportoftheCommonwealthofVirginia,DepartmentofConservationandRecreation,DivisionofSoilandWaterConservation,NaturalResourcesConservationService,DepartmentofEnvironmentalQuality,OfficeofSurfaceMining,VirginiaDepartmentofMines,MineralsandEnergy,VirginiaDepartmentofForestry,DickensonCountyBoardofSupervisors,WiseCountyBoardofSupervisors,andThePhippsFoundationforthefundingwhichmadeDistrictoperationsandactivitiespossible.
TheCommonwealthofVirginiasupportstheLonesomePineSoilandWaterConservationDistrictthroughfinancialandadministrativeassistanceprovidedbytheDepartmentofConservationandRecreation.
Followingaresomehighlightsoftheactivitiesaccomplishedbythedistrictduringthepastyear.
DISTRICTOPERATIONS
TheLonesomePineSWCDbeganplanningfortheyearbyreviewingthestrategicplananddevelopinganAnnualPlanofWorkfor2008-2009.ObjectivesandprioritiesweredefinedandstrategicallyplannedforaccomplishingthegoalssetbytheDistrict.TheDistrictsubmittedagrantagreementforBMPmoneytoaccomplishwaterqualitygoals.
DistrictmemberssupportedtheArea,StateandNationalSWCDAssociationsthroughmeetingattendanceandfinancialsupport.TheAnnualReportwasprepared.Districthasawebpagehttp:

WATERQUALITY
Sincewaterqualityisoneofthedistrict’smainpriorities,manyofthe2008-2009activitiesrelatedtoprojectsforimprovingwaterqualityinourstreamsandrivers.
AstreamassessmentprogramwasestablishedtoevaluatestreamswithintheDistrict.StreammonitoringwasconductedundertheSaveOurStreamsandKentuckyWaterWatchprograms.ThedistrictisworkingwiththePoundRiverWatershedCoalitionandBigSandyRiverBasinCoalition.WealsoprovidetechnicalandadministrativeassistancetotheMcClureRiverRestorationProjectandtheGuestRiverRestorationProject.
GUESTRIVERRESTORATIONPROJECT
TheGuestRiverRestorationProjectwasformedin1995byaninformalallianceofagencyrepresentativesandlocalcitizenswhowereconcernedaboutthestateoftheGuestRiverwaterwaysinWiseCounty,VA.Theprojecthasseenamyriadofsuccesses,evenreceivingnationalrecognitionfortheirefforts.Todaytheprojectcontinuestoimplementwaterqualityimprovementprojectsinanefforttoestablishahealthierandmorerecreationalfriendlywaterway.
Duringthe2008-2009fiscalyearClaireDonley,theGuestRiverRestorationProjectOSM/VISTA,organizedandadministeredmultipleprojects.
∙TheOSM/VISTAcreatedandimplementedanewfundraising/awarenesscampaign:
GuardiansoftheGuest.AprogramdesignedtoincreasewaterqualityawarenessintheGuestRiverWatershed,andgivelocallandownersandbusinessesanopportunitytofinanciallysponsorrivermiles.Donationsraisedfromthisprogramwillbeusedforstreamrestorationandoutreachprojects.
∙TheGRRPpartneredwiththeWiseCountyLitterControlDepartmentandKeepWiseCountyBeautifultoorganizeatwodaystreamcleanupintheGuestRiverWatershedalongClearCreekandBearCreek.TheGRRPOSM/VISTAcoordinatedthiseventandsubmittedapressreleasetoencouragevolunteerparticipation.Thirtyeightvolunteerscollected3,500poundsoftrashfrom5streammiles!
∙TheOSM/VISTAorganizedaLandownerAssistantsWorkshopforlandownersintheGuestRiverWatershedtolearnabouttheimportanceofimplementingbestmanagementpracticesandriparianbuffersonagriculturelandsandtohearaboutgovernmentsponsoredcostshareprogramsavailabletohelpwithpropertyimprovements.
∙TheOSM/VISTAassistedtheUpperTennesseeRiverRoundtablewithmanagingaraingardenconstructionprojectatCoeburnHighSchool.TheOSM/VISTAorganizedaraingardenplantingdayforstudentsandeducatedthestudentvolunteersaboutstormwaterrunoffandpollution.
∙TheOSM/VISTApartneredwiththeWiseCountyHealthDepartmenttocompleteasepticsystemsurveyoftheCrabOrchardcommunityinordertolocatefailingseptictanksanddistributeinformationtohomeownersabouttheimportanceofpickinguppetwaste.
∙TheOSM/VISTAorganizedtwostormdrainstencilingeventstoraiseknowledgeaboutstormwaterrunoff.ThirtyhighschoolstudentsfromCoeburnandWisestenciledoverfiftystormdrainsthroughoutbothcommunities.
∙TheOSM/VISTApartneredwiththeDepartmentofMinesMinerals&
Energy,theAppalachianCoalCountryWatershedTeamandtheAppalachianRegionalReforestationInitiativetoorganizeatreeplantingproject.Thirtyfivevolunteersplanted2,500treesontwoacresofreclaimedgobpilelandintheCrane’sNestcommunity,northofCoeburn.
∙TheOSM/VISTAcoordinatedaGuestRiverGroupreunionforgroupmemberstomeetanddiscussthefutureoftheproject.
∙TheOSM/VISTAparticipatedinamultitudeofenvironmentaleducationpresentations,demonstratingandexplainingtheEnviroscape,collectingmacroinvertebrateandtestinglocalwaterqualitywithover500WiseCountystudents.
∙TheOSM/VISTAtooktheleadinorganizingaCanoetheClincheventforAmeriCorpsweek.TheSouthwestVirginiaVISTA'
spartneronthiseventinordertoincreaseawarenessandshowcaseprojectscompletedbyACCWTOSM/VISTA’sservinginthearea.SeventeencommunitymemberscanoedeightmilesoftheClinchRiver.
∙TheOSM/VISTAcoordinatedtwoVirginiaSaveOurStreamstrainingsessionsinorderforcommunitymemberstobecomecertifiedvolunteerwatermonitorsandassistwithwatermonitoringeffortsintheGuestRiver.Ninecommunitymembersattendthetrainingsandbecamecertifiedinmacroinvertebratesidentification.
∙TheOSM/VISTAresearchedandappliedfortwograntapplications,VirginiaNaturallyandBlueWaterProject.Moneyreceivedfromthesegrantswouldbeusedtopurchasewatermonitoringequipment(multiprobeHydrolab)andassistwithwaterqualityimprovementprojectsinthewatershed.Grantmoniesappliedfortotaled$9,000.
BIGSANDYRIVERBASINCOALITION
TheBigSandyRiverBasinCoalitionwasoriginallyformedin1999when130peoplefromKentucky,VirginiaandWestVirginiaattendedthefirsttri-stateconference.In2001bylawswereapprovedandthefirstofficerselected.Oneofthefirstprojectsthenewlyorganizedcoalitionapprovedwasaclean-updayfortheareawherethethreestatesmeetnearWharncliffe,WV.
Inthefallof2002,thecoalitioninvitedmembersoftheUSCongress,statelegislators,andlocalgovernmentofficialstoaspecialmeeting.Thirty-fivepeopleattendedthismeetingwithastrongshowingbylegislativestaffers.Thoseinattendancegaveapprovaltopursueaninterstateagreementtoaccomplishwaterqualitygoals.StatementofPrinciplesbetweenthethreestateswassuccessfullyaccomplishedonOctober25,2007.
Ineightyears,theCoalitionhasaccomplishedmanyimprovementstowaterquality.Atri-statelitterclean-upwasorganizedandsupporthasbeengiventoeachlocalityfortheireffortstocleanupillegaltrashdumpsitesandpursueenforcementactions.TheCoalitionwasthefirsttributarywatershedgrouptodevelopaformalworkingrelationshipwithOhioRiverValleyWaterSanitationCommission(ORSANCO).
TheCoalitionisworkingonfundingtohireaparttimecoordinatortowritegrantswhichaddressWaterQualityissues.
McCLURERIVERRESTORATIONPROJECT
TheMcClureRiverRestorationProject(MRRP)isalocalcitizensgroupwithamissiontoimprovethehealthoftheMcClureRiveranditssurroundingcommunities.Startedin2001,theMRRPcontinuestoworkforcleanwaterandhealthycommunitieswithintheMcClureRiverWatershed.Forfiscalyear2008theprojectreceived$10,000fromtheDickensonCountyBoardofSupervisorstosupporttheVISTAwatersheddevelopmentcoordinatorposition,aswellastosupportwaterqualityimprovementsandeducationaloutreachefforts.OverthepastyeartheMRRPpartneredwithmanyagenciesandorganizationsinordertocarryoutavarietyofprojects,mostlyfocusedonreducingbacterialcontaminationandeducatingthepublicaboutwaterquality.Thispastyear’smajorinitiativesincluded:
ChrisDexter,OSM/VISTAvolunteer,wroteandreceivedagrantfromtheHolstonRiverSoilandWaterConservationDistricttospearheadaRainBarrelWorkshop.RainBarrelshelptoconservehouseholdwaterbycatchingwateroffroofs.
TwentybarrelsweredonatedtotheMcClureRiverRestorationProjectfromC&
JGasFillServices.RainBarrelpartswereorderedthroughtheUpperTennesseeRegionalRoundtable.Theworkshopwasahugesuccesswithnearly30participants.TheworkshopwasheldattheBinn’sCountsCommunityCenterinStratton,VA.
