Theworldisverydifferentnow.Formanholdsinhismortalhandsthepowertoabolishallformsofhumanpovertyandallformsofhumanlife.andyetthesamerevolutionarybeliefforwhichourforebearsfoughtisstillatissuearoundtheglobe,thebeliefthattherightsofmancomenotfromthegenerosityofthestatebutfromthehandofGod.

Tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgetheloyaltyoffaithfulfriends.United,thereislittlewecannotdoinahostofco-operativeventures.divided,thereislittlewecando,forwedarenotmeetapowerfulchallengeatoddsandsplitasunder.

Tothosenewstateswhomwewelcometotheranksofthefree,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafarmoreirontyranny.weshallnotalwaysexpecttofindthemsupportingourview.Butweshallalwayshopetofindthemstronglysupportingtheirownfreedom,andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthe

backofthetigerendedupinside.

othosepeoplesinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelpthemselves,forwhateverperiodisrequired,notbecausethecommunistsmaybedoingit,notbecauseweseektheirvotes,butbecauseitisright.ifafreesocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.

Tooursisterrepublicssouthofourborder,weofferaspecialpledge:

toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassistfreemenandfreegovernmentsincastingoffthechainsofpoverty.Butthispeacefulrevolutionofhopecannotbecomethepreyofhostilepowers.Letallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywhereintheamericas.andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.

Tothatworldassemblyofsovereignstates,theUnitednations,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,werenewourpledgeofsupporttopreventitfrombecomingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayru
