DrBarabasiandhisteamexaminedthecareersofphysicistswhobeganpublishingbetween1950and1980andcontinuedtodosoforatleast20years.Theyrankedtheimpactoftheinstitutionsthesepeopleattendedbycountingthenumberofcitationseachinstitution’spapersreceivedwithinfiveyearsofpublication.Bytrackingtheassociationofindividualphysicistsandcountingtheircitationsinasimilarway,DrBarabasiwasabletoworkoutwhethermovingfromalowtoahigh-rankinguniversityimprovedaphysicist’simpact.Intotal,heandhisteamanalysed2,725careers.
Theyfoundthat,thoughanaveragephysicistmovedonceortwiceduringhiscareer,movingfromalow-rankuniversitytoaneliteonedidnotincreasehisscientificimpact.Goingintheoppositedirection,however,didhaveasmallnegativeinfluence.Theconsequenceisthateliteuniversitydonot,atleastasfarasphysicistsareconcerned,addvaluetooutput.ThatsurprisingconclusionisonewhichtheauthoritiesincountriessuchasBritain,whoareseekingtoconcentrateexpensivesubjectssuchasphysicsinfewer,moreeliteinstitutions—partlytosavemoney,butalsotocreatewhatareseenascentersofexcellence—mightwishtoconsider.

Beforetheconference,eachnationwasaskedtocreateplansonhowtoreachthesharedgoal.Thepactthatwassignedallowscountriestodecidethebestwaytocutdowntheirgaspollution.Nomatterhowtheydecidetogogreen,eachcountrymustreporthonestlyonalloftheirefforts.Everyfiveyears,nationsmustlookattheworkthey’vedoneandsubmitnewplansonhowtheywillimproveoverthenextfiveyears.
Inthepact,thecountriespledgetolimittheamountofgreenhousegasesemittedbyhumanactivitytothelevelsthattrees,soilandoceanscanabsorbnaturally.Iturgescountriestospendtrillionsofdollarsoncreatingnewenergysources,likesolarandwindpower.Italsorequirescountriestoraiseatleast$100billioneachyeartohelpdevelopingcountries.
However,criticsofthepactsayitisnotdetailedenough,anddoesn’tincludespecificsabouthowtheplanwillbeenforcedandhowimprovementswillbemeasured.Thepactdoesincludeonelarge,specificgoal:
