1.4QUALITYASSURANCE
A.Manufacturerqualifications:
Engageafirmwithatleast20yearsexperienceinmanufacturingmedium-voltage,gas-insulated,vacuumcircuitbreakerswitchgear.Themanufacturer’sproposedproductshallhavebeenproducedforatleast10yearspriortotheduedatefortheequipmentproposal.Themanufactureroftheswitchgearassemblyshallalsomanufacturethemedium-voltagecircuitbreakers.
B.Complywithrequirementsoflatestrevisionsofapplicableindustrystandards,specificallyincludingthefollowing:

2.3GENERALREQUIREMENTS
A.Themedium-voltage,gas-insulatedvacuumcircuitbreakerswitchgearshallbemetal-cladandshallmeetANSI/IEEEC37.20.2exceptfordifferencesrelatedtofixedcircuitbreakerconstructionandisolated-phasebusarrangement.Allcomponentsoftheswitchgear(forexample,circuitbreakers,busbar,disconnectswitches,groundingswitches,VT’s,etc.)shallbeingroundedaluminummetalenclosures.Theconstructionshallwithstandforces(repeatedly,withoutdistortion)causedbyclosingandopeningofthecircuitbreaker.Theswitchgearshallbecapableofwithstandingallstressesproducedbyfaultconditionsuptoandincludingtheratedshort-circuitcurrentspecifiedin2.2.Bwithoutdamage.
B.Theswitchgearshallbeclassifiedasarc-resistantwithtype2Aaccessibility,inaccordancewithANSI/IEEEC37.20.7-2007testrequirements.
C.EachcurrentcarryingcomponentoftheequipmentshallbecapableofcontinuousoperationatthespecifiedratingswithoutexceedingthemaximumtemperaturerisesstatedintheANSI/IEEEandIECstandards.
D.Theswitchgearlineupshallbedesignedandmanufacturedwithprovisionforfutureexpansiononeachendexceptwherethearrangementdoesnotallowextension.Futureextensionoftheswitchgearwillrequirethemainbusbartobede-energizedandtheSF6gasevacuated.Manufacturershallofferasanoptionafuturebusextensiondisconnectswitchinordertoavoidde-energizationofthemainbusbar.Whenextendingeitherendoftheswitchgear,itshallonlybenecessarytoevacuatethebusextensionswitchSF6gascompartmentandremoveendpanelsfortheassociatedbusbars.Noothergascompartmentshallbeaffected.Thefutureextensionswitchwillnotaddanysectiontothelineuplength.
E.Theenclosureshousingtheprimary(medium-voltage)componentsshallbeconstructedofgas-tight,castaluminum.Ferrousmetalcomponentsshallbefinishedwithelectrostaticallyappliedpaintfinishinmanufacturer’sstandardlightgraycolor.Mechanismpartsnotsuitableforpaintingshallbeplatedforcorrosionresistance.
F.Themedium-voltageenclosureshallbefactoryassembledandmodularindesign.Medium-voltagecomponentsshallbeenclosedincastaluminum,hermeticallysealed,single-pole(phase)enclosurestoeliminatethepossibilityofphase-to-phasefaultsintheswitchgear.
G.Themedium-voltageenclosureshallbepressurizedwithSF6gastoisolateenergizedcomponentsfromenvironmentalinfluences,thusallowinglongintervalsbetweenmaintenance.Minormaintenanceoftheprimarycomponentsshallberequiredat10-yearintervalsandmajormaintenanceat20-yearintervals.Theswitchgearshallbedesignedsothatnormalservice,inspection,maintenance,groundingofhigh-voltagecablesandeliminationofelectrostaticchargescanbecarriedoutsafelywithadjacentsectionsenergized.
H.Acontinuousgroundbusshallrunthelengthofaswitchgeargroupforreliablegrounding.Eachfeedersectionhousingshallbeconnectedtotheswitchgeargroundbus.
I.Conductorsandconnectorsforthebusbarsshallbecopper,designedtocarryratedcontinuouscurrentat40°
Cambienttemperatureandshallwithstandtheratedshort-circuitcurrentspecifiedin2.2.B.Thesurfacesoftheconductorsshallhaveasmoothfinishtopreventanyelectricaldischarges.Disconnectandgroundswitchcontactsshallbesilver-platedtoprovidehighconductivityandshallmatchtheratingoftheassociatedbusbarorcircuitbreaker.
J.Thefrontofeachswitchgearsectionshallconsistoffourseparatecompartmentsforthefollowingmaincomponents:
1.Protectiverelaysandcontrolslocatedinthetopcompartment.Terminalblocks,CTconnections,VTconnectionsandmiscellaneouscontroldevicesshallbelocatedinthiscompartment.Connectionterminalblocksforpurchaser’sexternalconnectionswillbelocatedinthiscompartment.Operationoftheswitchgearshallnotbeaffectedbyopeninganyofthelow-voltagecompartmentdoors.
