Thisprojectinstructionappliestoemployees,contractoremployees,contractorlower-tiersubcontractoremployees,subcontractoremployeesandvisitorsenteringtheCSPC-NanhaiProject,oranyotherpropertyunderthecontroloftheNanhaiProject,includingfabricationandstorageareas.

Thepurposeofthisprojectinstructionistodefinethestandardjobsiteworkrules,workpractices,andsafeguardsrequiredtobeimplementedbyallprojectpersonnel,subcontractoremployeesandvisitorsenteringtheCSPC–NanhaiProject.Thisprojectinstructiondefinestheframeworktomanagepersonnelaccess,personnelidentification,projectworkhours,conductonthejob,codeofethics,roadrules,security,andSiteHSEPlan.ImplementationofthisprojectinstructionensuressystematicattentionandintegrationofHSEandProjectAdministrativeconsiderationsatallstagesoftheworkprocesstoachievetheProjectandcorporateHSEobjectivesofbothCSPCandthePMC.
本指导细则的目的是详细说明了工地标准,工作准则,实际工作行为和安全规范,对所有工程人员,分包商雇员和进入CSPC的参观者具有约束力.以此来管理工作人员的进入,确定工作人员的身份,控制项目工作时间,工作行为,职业道德,道路规章,安全措施和现场HSE计划.此指导细则的实施确保了整个系统的注意,使HSE和工作各个阶段的项目管理有机地结合起来,从而完成项目,实现CSPC和PMC的HSE目标.
Throughacombinedeffort,wecanprotectthe“wellbeing”ofthosewhoworkatthisjobsite.Todothis,itisinthebestinterestofallwhoworkontheprojecttoobserveestablishedworkrules.
通过各方面的联合努力,使在工作现场工作的人员处于安全保护状态.这是所有工作人员遵守准则的最大利害所在.
Itisnotpossibletohavearuletomanageallaspectsofbehaviourontheproject.Allemployeesarethereforerequiredtoopenlydiscussissuesorconcernswiththeirsupervisor.
在项目上用一个准则来控制行为的各个方面是不可能的.因此要求工作人员积极公开地与主管讨论遇到的问题和担心的情况.
Thefollowingstandardjobrulesarenotall-inclusive,buthighlightthoseyoushouldthoroughlycomprehend.Additionalruleswillbeimplementedasrequired,soitisalsoimportantforyoutocloselymonitorallfutureprojectcommunications.Anyviolationofestablishedrulescouldresultindisciplinaryaction,uptoandincludingdismissalandbanishmentfromthejobsite.Shouldanyindividualcontractorchoosetodevelophisownworkrules,theywillbeataminimumcoveralltheaspectsofandbeincompliancewiththisdocument.
以下标准工作准则并不包括所有事项,但重点说明了应该彻底理解的问题.根据要求将有更多的准则会被制定,因此你密切关注未来项目间的沟通将变得同样重要.任何违反已建立的准则将会受到处罚,这包括解除职务和逐出现场.个别承包商可建立他们自己的工作准则,但至少应包含和符合本文件的各项要求.

RESPONSIBILITIES职责
PMCSeniorConstructionManager(SCM)项目管理承包商高级施工经理(SCM)
TheSCMhastheoverallresponsibilityforthisprojectinstructionandisresponsibleforsupportingitandforensuringthatallentitiesatthejobsiteactivelyparticipate.
高级施工经理对该程序负全部责任,并有责任对该程序提供支持,确保所有工作现场部门积极地参与该程序.
TheSCMisresponsibleforprovidingthepersonnel,facilities,andotherresourcesnecessarytoeffectivelyimplementthisprojectinstruction.

TheSCMandthemanagementteamwillleadbyexample,modellingthebehaviourexpectedfromallEmployeesperformingworkatthejobsite.

PMCConstructionSiteManagers项目管理承包商施工现场经理
EachoftheindividualSiteManagersresponsibleforaportionoftheworkontheNanhaiProject,willhavetheresponsibilityofensuringthecontractorsandemployeesworkingonhisjobsitecomplywiththeseworkrules.
每个负责南海项目一部分的施工现场经理应保证承包商和现场工作人员遵守这些工作准则.
Contractor(s)ConstructionManager承包商施工经理
TheContractorConstructionManagerhastheresponsibilityforcompliancewiththisprojectinstructionandshallprovidethepersonnel,facilities,andotherresourcesnecessarytoeffectivelyimplement,administerandenforcethisprojectinstruction.
承包商施工经理有义务遵守本项目细则,并提供有效实施,管理和进一步执行本项目细则所需的人力,设备以及其他必要的资源.
TheContractor(s)ConstructionManagerisresponsiblefortheeffectivedisseminationofthisinformationthroughoutContractor’sanditssubcontractor’sorganizations.ContractorshallensureitsentireworkforceistrainedintherequirementsofthisdocumentTheContractorConstructionManagershallensurethatallContractoremployeesandallLowertiersubcontractorscomplyandactivelyparticipatewithitsrequirements.
承包商施工经理有责任在承包商和分包商组织内部发送本文件.承包商应保证整个工作队的人员根据本文件接受培训.承包商施工经理应保证所有承包商和下级分包商雇员遵守本文件的要求并积极地参与到工作中去.
ContractorSupervisor承包商管理人员
ContractorSupervisorshallbethoroughlyfamiliarwiththisprojectinstructionandwiththeirindividualresponsibilitiesregardingitsimplementationandenforcement.
承包商管理人员应全面地了解该程序和每个人在本程序实施和深入过程所负有的责任.
ContractorSupervisorshallensurethatonlycompetentpersonsareassignedworktasks.Thisincludesensuringtheworkerhastheskills,physicalabilityandknowledgetosafelyexecutetheworktask.
承包商管理人员应保证有能力的人担负工作.保证工作人员有技能,有体力,有知识,可以安全地进行工作.
Employee一般雇员
Allemployeesareresponsibleforknowing,understandingandcomplyingwiththehealth,safetyandenvironmentalrequirementsforthisprojectasapplicabletotheworktheyperform.
所有雇员在实施工作中有责任知道,理解并遵守项目的卫生,安全,环保(HSE)要求.
AllemployeesareresponsibleforreportingtotheirSupervisoranymalfunctionthatmayeffectthesafeoperationoftoolsorequipment.
所有雇员有责任向雇员总监报告一切可能影响工具/设备运行的故障.
Employeesarerequired,uponidentificationofanunsafeactorconditiontoreporttheactorconditiontotheappropriatesupervisorforrectification.
雇员一旦确认了危险的动作或环境,应向相应的主管报告,以便得到纠正.
EmployeemustadvisetheirimmediateSupervisorwheneverunsureoftheinstructionsforanytasktheyarerequiredtoperformorwhereconcernedaboutthesafetystatusofanytask.
雇员被要求从事某一任务时,如果对使用细则不确定,或担心任何工作的安全,必须通知他直属的上级主管.
JOBSITEWORKRULES工作现场工作准则
Identification身份证明
∙Everyonewillbeissuedwithaphotoidentificationcardthatmustbeinhis/herpossessionwhileonthejobsiteatalltimes.
每人只要在现场出现,就应该携带印有本人照片的工作证.
Hours工作时间
Thestraighttimeworkdayshiftshallbefrom0700hrsto1800hrs,MondaythroughSaturday.WorkingoutsideofthistimeframeandonSundayandpublicHolidaysworkrequireadvancedwrittenapprovalfromPMC.TheWorkscheduleissubjecttochangeperwrittennotificationissuedbythePMCtotheContractor.
正常班的工作时间是每周一到周五7:
00am到18:
00pm.在这段工作时间以外,周日和公共假期工作要事先得到PMC的书面同意.工作日程表根据PMC交给承包商的书面通知而发生变化.
∙Thelunchperiodwillnormallybefrom1200hrsto1300hrs,butmaybeadjustedtoaccommodateworkschedules,withpriorwrittenapprovalofthePMC.
午餐时间在正常情况下12:
00到13:
00,但可根据PMC的书面批准调整,以适应工作进程.
∙Therewillbenoorganizedorstandardworkbreaks.Workbreaks,includingsmokebreaks,willbeatthediscretionandapprovaloftheimmediatesupervisor.BreaksshallbetakenatalocationapprovedbythePMC.
不存在有组织的或规定的中间休息时间.中间休息(包括抽烟时间)由直接主管决定.休息地点应经PMC批准.
∙Employeesareexpectedtobeattheirplaceofwork,preparedtobeginwork,atdesignatedstartingtimeandremainuntilthedesignatedfinishingtime.
雇员应在工作地点范围内工作,从开始的工作准备一直到工作结束.
∙AllofficialandNationalholidayswillbeobserved,unlessspecialovertimeworkisrequiredandapproved.
所有的官方,国家法定假日应休息,除非要求并批准了特殊的加班任务.
∙AllovertimemusthavepriorapprovalofthePMC.

Attendance出勤情况
∙Employeesarerequiredtopersonallyadheretothejobsitetimekeepingprocedures.

∙Absenteeism,latenessandquittingearlyarenotacceptable.
不准缺席,迟到,早退.
∙Anyabsencefromwork,includingvacations,mustbedulyapproved.LeaveofAbsencerequestsmustbesubmittedinwritingandapprovedbytheappropriateContractor,PMCorCSPCsupervisor.
任何缺席,包括休假,应提前得到批准.请假要书面提出申请并且得到承包商,PMC,CSPC一方的批准.
∙Employeeswishingtoleavethejobsiteduringorpriortotheendoftheworkingdayor“shift”musthaveauthorizationfromtheirimmediatesupervisor.
雇员在工作日或工作班次中间离开或提前下班,必须得到其直接上级主管的批准.
∙Employeesarrivinglateorleavingearlymustreporttotheapplicable“CardSwipe”location,toclockinorout.
雇员的迟到,早退,必须在上下班的打卡器中做记录.
∙Employeeswhoareunabletoreportforworkmustnotifytheirsupervisor.
雇员不能做打卡记录的情况,必须通知他们的主管.
ConductontheJob工作行为
Adherencetorules,includingHSEpoliciesandprocedures,isaconditionofemploymentforallEmployees.Failuretocomplywiththeserulesisconsideredaviolationofconditionsofemploymentandcouldresultindisciplinaryaction,includingtermination.Actsofmisconduct,includingbutnotlimitedtothefollowing,areprohibitedandareconsideredviolationsofconditionsofemployment:
对所有雇员而言,遵守准则(包括HSE条款和程序)是雇佣合同的一个条款.不遵守这些准则被视为违反雇佣合同,可导致惩罚性活动,如雇佣合同的终止.以下错误行为(包括但并不止局限)是被禁止,并被视为违犯雇佣合同条款.
