and,accordingtoarecentgovernmentreport,250,000newITjobswillbe
createdoverthenextdecade.
Mostemployersareconfiningthemselvestodealingwiththeimmediate
problems.Thereislittleevidence,forexample,thattheyaresteppinguptheir
intakeofrawrecruitsforin-housetraining,orretrainingexistingstafffrom
otherfunctions.ThisisthecourseofactionrecommendedbytheComputer
SoftwareServicesAssociation,butresearchshowsitsmembersareadoptingthe
short-termmeasureofbringinginmoreandmoreconsultantsonacontractbasis.
However,thisapproachisbecominglessandlessacceptableasthegeneral
shortageofskills,coupledwithhighdemand,sendscontractorratessoaring.An
experiencedcontractprogrammer,forexample,cannowearnatleastdoublethe
currentpermanentsalary.
WithITprofessionalsincreasinglyattractedtothefinancialrewardsand
flexibilityofconsultancywork,averagestaffturnoverratesareestimatedto
bearound15%.Whilemanycompaniesinthefinancialservicessectorare
managingtocontaintheirlossesbyofferingskilledITstaff'
goldenhandcuffs'
-deferredloyaltybonusesthattietheminuntilacertaindate-other
organisations,likelocalgovernments,areunabletomatchthecompetitive
salariesandperksonofferintheprivatesectorandcontractormarket,andare
sufferingturnoverratesofupto60%ayear.
Butwhileloyaltybonuseshavegrabbedtheheadlines,thereareothermeans
ofholdingontostaff.SomecompaniesaredoingadditionalITpayreviewsin
theyearandpayingmarketpremiums.Butsuchmeasurescancreateserious
employeerelationsproblemsamongthoseexcluded,bothwithinandoutsideIT
departments.Manyindustryexpertsadviseemployerstolinkbonusesto
performancewhereverpossible.However,employersarerealisingthatbonuses
willonlysucceediftheyareaccompaniedbyotherincentivessuchasattractive
careerprospects,training,andchallengingworkthatmeetstheindividual'

long-termambitions.
Thismeansmanagersneedtoallocateassignmentsmorestrategicallyand
thinkaboutadvancingtheirstaffaswellastheirbusiness.Someemployers
advocategivingkeyemployeesprojectsthatwouldnormallybehandledbypeople
withslightlymoreexperienceorcapability.Formanyemployers,however,the
urgencyoftheproblemdemandsamoreimmediatesolution,suchasrecruiting
skilledworkersfromoverseas.Buteventhisisnoteasy,withstrictquotason
thenumberofworkpermitsissued.Inaddition,oppositiontotherecruitmentof
ITpeoplefromothercountriesisgrowing,asmanyprofessionalsbelieveitwill
leadtoevenlessinvestmentintrainingandthusalong-termweakeningofthe
UKskillsbase.
