Abstract
Today,HumanResourceManagement(HRM)functions,practicesandproceduresareincreasinglybecomingimportant,consideringthegrowthoftheknowledgebasedeconomy.Humanresourcesinanyenterprise,whethersmallormediumconstituteanimportantareaofstudy.Carefulhumanresourcesmanagementcreatesgoodopportunitiestoensureefficiencyintheproductionprocessofgoodsandservicesthatguaranteeasatisfactoryleveloflivinginsociety.Ifmanagedeffectivelyandefficiently,humanresourcescanplayasanimportantroleinrealizingtheobjectivesoftheenterpriseasanintegralsource.HRMstudiesfulfilltheneedofabusinessmantounderstandtheeconomy,market,organizationoranyotherrelatedarea.
Humanresourcedevelopmenthasacloseconnectionwithsocio-economicdevelopmentsinsociety.Theenvironmentcreatestheopportunitytotakeimportantstepstosupportprogramsfortheireffectivedevelopmentandcouldencouragethecompanytoprovidetrainingforemployees,informingthelabormarketforabetterassessmentofthesupplyandthedemandforwork,managinghumanresourcestofulfillhumanresourcedevelopment.Accordingly,thishasmadetheinvestmentinhumanresourcesanecessityinsuchawayastomaketheenterprisebeabletowithstandthechallengesfacingtheenvironmentinwhichtheyoperate.Designingprogramsandeffectivehumanresourcepolicieswillallowforthegrowthofhumanresourceperformanceandincreasetheoverallbusinessperformance.Moreover,asstatedabove,thishasanimpacttoincreasethecompetitivenessoftheenterprise.Relevantinstitutionsshouldfocusonreformingtheeducationsystembyconformingtolabormarketdemands,whileeffectiveenterprisemanagementshouldfocusonprofessionaltrainingofemployees.
Apartfromthetheoreticalanalysisoftheissuesmentionedabove,thedoctoralthesisisfurthersupportedbytheempiricalanalysis,inwhich150smallandmediumenterprisesintheRepublicofMacedoniaaresurveyed.

1.Introduction
ThepapermakesanattempttostudythemanagementandefficientuseofhumanresourcesinMacedoniaduringtheperiodoftransitionandeconomicreformsinthecountry,respectively,makingthesereformswhichenabledmajorchangesinthestructureoftheeconomy,whereSMEsoperateasanimportantpillar.Byillustratingapositionfollowedbymanyeconomistsforasenseofcompetitionandglobalizationtrends,thepaperwillillustratehumanresourcemanagementandthedynamicsofitsdevelopmentasakeystrategyinbusinessdevelopment.OnesuchcomprehensivereformhasmadeSMEstofacechallengesintheirfunctioning,suchastheprocedureofhumanresourcesmanagement(HRM).Suchastep,albeitdifficult,however,hascreatedagoodbasistobuildmechanismsforthefunctioningofmarketeconomyinMacedonia,thisnecessity,isimposedtomanagingandusinghumanresourcesefficiently.
2.TheRoleofHumanResourcesinSmallandMediumEnterprises
HRMisconcernedwithallaspectsofemploymentandmanagementofpeopleinorganizations.HRMcoversthefollowingactivities:
strategichumanresourcemanagement,humancapitalmanagement,corporatesocialresponsibility,knowledgemanagement,organizationaldevelopment,securingresources(humanresourceplanning,recruitmentandselection,andtalentmanagement),managementperformance,learninganddevelopment,compensationmanagement,employeerelations,employeewelfare,healthandsafetyandtheprovisionofservicesforemployees.
HRMpracticehasastrongconceptualbasisborrowedandbasedonthescienceoforganizationalbehaviorandstrategicmanagement,humancapitalandtheoriesofindustrialrelations.Thisdatabasewasbuiltwiththehelpofalargenumberofresearchprojectsbydifferentresearchersinthefieldofmanagement.
ThepurposeofthispaperistogiveageneralintroductiontothepracticeandconceptsofHRM.ThepaperdefinesHRMobjectives,theories,characteristics,componentsofHRMsystems,developmentofHRMasamethodformanagingpeople,theviewsexpressedinrelationtokeyperformers,thecontextinwhichitworksHRMandethicaldimensionsthataffectthehumanresourcepolicyandpractice.
