Abstract
Specialclassesofasynchronouse-learningsystemsaretheintelligenttutoringsystemswhichrepresentanadvancedlearningandteachingenvironmentadaptabletoindividualstudent’scharacteristics.Authoringshellshaveanenvironmentthatenablesdevelopmentoftheintelligenttutoringsystems.Inthispaperwepresent,inentirety,forthefirsttime,ourapproachtoresearch,developmentandimplementationrelatedtointelligenttutoringsystemsandITSauthoringshells.Ourresearchreliesonthetraditionalintelligenttutoringsystem,theconsiderationthatteachingiscontroloflearningandprinciplesofgoodhumantutoringinordertodeveloptheTutor–ExpertSystemmodelforbuildingintelligenttutoringsystemsinfreelychosendomainknowledge.Inthiswaywecanwrapupanongoingprocessthathaslastedforthepreviousfifteenyears.Prototypetestswiththeimplementedsystemshavebeencarriedoutwithstudentsfromaprimaryeducationtoanacademiclevel.Resultsofthosetestsareadvantageous,accordingtosurveys,andtheimplementedanddeployedsoftwaresatisfiesfunctionalitiesandactors’demands.

Abstract
Thereiswideacknowledgementoftheneedforcommunityengagementinbiomedicalresearch,particularlyininternationalsettings.Recentdebateshavedescribedtheoreticalapproachestoidentifyingsituationswherethisismostcriticalandpotentialmechanismstoachieveit.However,thereisrelativelylittlepublishedexperienceofcommunityengagementinpractice.AmajorcomponentoftheKenyaMedicalResearchInstitute(KEMRI)WellcomeTrustResearchProgrammeiscentredonKilifiDistrictGeneralHospitalandsurroundingcommunityof240,000localresidents.Documentedcommunityperceptionsoftheresearchcentrearegenerallypositive,butmanyindicatealowunderstandingofresearchandtherapeuticmisconceptionsofitsactivities.Asinothersettings,thesemisunderstandingshavecontributedtoconcernsandrumours,andpotentiallyundermineethicalaspectsofresearchandlocaltrustintheinstitution.Throughaseriesofconsultativeactivities,acommunityengagementstrategyhasbeendevelopedinKilifitostrengthenmutualunderstandingbetweencommunitymembersandtheCentre.Oneimportantcomponentistheestablishmentofarepresentativelocalresidentnetworkindifferentgeographiclocationscommonlyinvolvedinresearch,tosupplementexistingcommunicationchannels.Earlyimplementationofthestrategyhasprovidednewanddiverseopportunitiesfordialogue,interactionandpartnershipbuilding.Throughthecomplexsocialinteractionsinherentinthecommunityengagementstrategy,thecentreaimstobuildcontextspecificethicalrelationswithlocalresidentsandtostrengthenunderstandingofhowethicalprinciplescanbeappliedinpractice.Evaluationsovertimewillassesstheeffectivenessandsustainabilityofthesestrategies,providegeneralisableinformationforsimilarresearchsettings,andcontributetodebatesontheuniversalityofethicalprinciplesforresearch.Thispaperaimstosummarisetherationaleforcommunityengagementinresearch,drawingonpublishedliteratureandlocalfindings,tooutlinetheprocessofcommunityengagementinKilifiandtodescribeissuesemergingfromitsdevelopmentandearlyimplementation.

Wedescribethedesignofapolicy-basedspectrumaccesscontrolsystemfortheDefenseAdvancedResearchProjectsAgency(DARPA)NeXtGeneration(XG)communicationsprogramtoovercomeharmfulinterferencecausedbyamalfunctioningdeviceoramalicioususer.Intandemwithsignal-detection-basedinterference-avoidancealgorithmsemployedbycognitivesoftware-definedradios(SDR),wedesignasetofpolicy-basedcomponents,tightlyintegratedwiththeaccreditedkernelontheradiodevice.Thepolicyconformanceandenforcementcomponentsensurethataradiodoesnotviolatemachineunderstandablepolicies,whichareencodedinadeclarativelanguageandwhichdefinestakeholders’goalsandrequirements.Wereportonourframeworkexperimentation,illustratingthecapabilityofferedtoradiosforenforcingpoliciesandthecapabilityformanagingradiosandsecuringaccesscontroltointerfaceschangingtheradios’policies.

theproximateprotonofmethaneheldinvariouspositionsoversimplemoleculesthatcontainacarbon–carbontriplebond,acarbon–nitrogentriplebond,oranitrogroup.Thesenetshieldingincrementsoftheproximateprotonofmethane,plottedagainsttheirCartesiancoordinates,ledtothedevelopmentofasingleempiricalequationforpredictingtheNMRshieldingexperiencedbyacovalentlybondedprotonovereachgroup.Thepredictivecapabilityofeachequationhasbeenvalidatedbycalculatingshieldingincrementsofprotonsoverthefunctionalgroupinknownstructures.Theseshieldingincrementsarethenusedtoadjustpredictedchemicalshiftsforthrough-spaceshieldingeffects,andtheadjustedvaluesarecomparedtoexperimentallyobservedchemicalshifts.Thealgorithmsforpredictingtheshieldingincrementforaprotonoverthesefunctionalgroupscanbeusedinaspreadsheetorincorporatedintosoftwarethatestimateschemicalshiftsusingadditivesubstituentconstantsoradatabaseofstructures.Theirusecansubstantiallyimprovetheaccuracyoftheestimatedchemicalshiftofaprotoninthevicinityofthesefunctionalgroups,andthusassistinspectralassignmentsand
