Thereis,however,anotherpossiblewayofdefiningthatpartofthequotation.Thatwouldsayitisnotjustthefather’sresponsibilitytoprovidethebasicsforhischildren,whilehiswifeinvolvesherselfintheeverydayactivityofbringingthemup.Rather,heshouldsharethosedailyduties,spendasmuchtimeashisjoballowswithhischildren,playwiththem,readtothem,helpdirectlywiththeireducation,participateveryfullyintheirlivesandencouragethemtosharehis.
Itisthissecond,fuller,conceptof‘fatherhood’thatIaminfavorof,althoughIalsorealizehowdifficultitistoachievesometimes.Theeconomicandemploymentsituationinmanycountriesmeansthatjobsaregettingmore,notless,stressful,requiringlonghoursandperhapslongjourneystoworkaswell.Thereforeitmayremainformanyadesirableidealratherthananachievablereality.(288words,a“verygoodanswer”)

Preventionisbetterthancure?
OFcourseitgoeswithoutsayingthatpreventionisbetterthancure.Thatiswhy,inrecentyears,therehasbeenagrowingbodyofopinioninfavourofputtingmoreresourcesintohealtheducationandpreventivemeasures.Theargumentisthatignoranceof,forexample,basichygieneorthedangersofanunhealthydietorlifestyleneedstobecombatedbyspecialnationwidepublicitycampaigns,aswellaslonger-termhealthyeducation.
Obviously,thereisastronghumanargumentforcatchinganymedicalconditionasearlyaspossible.Thereisalsoaneconomicargumentfordoingso.Statisticsdemonstratethecost-effectivenessoftreatingaconditionintheearlystages,ratherthandelayinguntilmoreexpensiveandprolongedtreatmentisnecessary.Thentherearesocialoreconomiccosts,perhapsintermsoflossofearningforthefamilyconcernedorunemployedbenefitpaidbythestate.
Sofarsogood,butthedifficultiesstartwhenwetrytodefinewhatthe"proportion"ofthebudgetshouldbe,particularlyifthefundswillbe"divertedfromtreatment".Decisionsonexactlyhowmuchofthetotalhealthbudgetshouldbespentinthiswayarenotamatterforthenon-specialist,butshouldbemadeonthebasisofanacceptedhealthservicemodel.
