ThesesafetytestsarecarriedoutbecauseofthenewrulesthatweremadewiththeNovelFoodsRegulation.BeguninMayof1997,theNovelFoodsRegulationsetupanEU-widepre-marketsystemforallnovelfoods.AnovelfoodisdescribedasonethathasnotbeeneatenbyEUconsumerswidelyinthepast.BysettingupthisprogramtheEUhopestokeepitsconsumerssafefromanypossiblesideeffectsofanynewfoodproducts.
