Abstract
Withtheapproachingofthe21stcentury,everycountrystrivestoimprovethenationalqualityandspecifiesthecultivationofinnovativetalentsasoneofthekeystrategicgoalsofeducationaldevelopment.Foreignlanguageeducation,asacarrierofinformationandculture,hasdrawnaworld-wideattention.Andstrengtheningforeignlanguageeducation,promotingforeignlanguageeducationreformhavebecomethegeneraltrendofinternationalforeignlanguageeducationaldevelopment.Againstthebackdrop,aimingatfosteringinnovativetalents,AmericahascarriedoutaconsiderablyforcefulforeignlanguageeducationreformanditsachievementscanpossiblyprovidesomeinspirationstoChina’sforeignlanguageeducation.
Thisthesisappliesliteraturereview,comparativeresearch,deductiveandinductivemethods.BasedontheintroductionofthebackgroundofthenewroundforeignlanguageeducationreformoftheU.S.primaryandsecondaryschools,itscontents,itstheoreticalbasisandthepracticalachievementsofthereform,thethesisexaminestheenvironmentandgeneraltrendoftheinternationalforeignlanguageeducation,evolutionofAmericanprimaryandsecondaryforeignlanguageeducationreform.Thethesisevaluatesandanalyzesitscurricularstandards,curriculumdesign,teachingmethodsandassessmenttechniqueswithadialecticalapproach.BasedontheanalysisofthecurrentsituationofChina’sforeignlanguageeducationandtherequirementsofthenewstandards,thethesisputsforwardsomeenlightenmentpointsofAmericanforeignlanguageeducationreformtoChina’sforeignlanguageeducation.Guidedbytheprinciple“selectitsessenceanddiscarditsdregs”,theauthoralsoputsforthsomenewideasinestablishingaforeignlanguageeducationsystemwithChinesecharacteristics.

中文摘要
进入21世纪,各国都把提高本民族的素质、培养创新型人才作为教育发展的重点战略目标之一。
作为信息和文化载体的外语教育引起了全球性的高度关注,加强外语教育,推进外语教学改革是国际外语教育发展的趋势。
在此背景下,美国以培养创新型人才为目标进行了颇有力度的外语教学改革,其成果对我国外语教学有很多值得借鉴的地方。
本研究采用文献综述法、比较法和演绎归纳法,在介绍美国新一轮基础外语教学改革的背景、改革的内容、外语改革的理论依据和取得的实践成果的基础上,透视了国际外语教学的环境和总趋势、美国中小学外语教学的演变过程、改革的特点和成效及存在的问题。
并针对其课程标准、课程的设置、教学方法和课程评价等内容展开一分为二的剖析与评价。
同时,比照我国教育改革的现状以及新课程标准人才培养的目标要求,在借鉴美国外语教育改革的成果和启示下,立足于取其精华为我所用的原则,提出了建设具有中国特色的外语基础教育的新思路。
