“Theymighthelpcreatean‘IraqGeneration’inEuropelikethe‘VietnamGeneration’”,suggestsBernhardMay,anexpertonEuropeanrelationswiththeUSattheinfluentialGermanForeignPolicySocietyinBerlin.“IfawholegenerationcomestothinkofAmericaintermsoftheIraqwar,thenweareintroubleforyearstocome.”
ThebestwayfortheUStosalvagethesituation,Europeananalyststendtoagree,istohandoverasmuchresponsibilityforIraqaspossibletotheUnitedNations,soastogiveinternationallegitimacytotheauthoritiesthere.“WeneedtomovetobringtheUNcenterstagemuchmoreurgently,andmakesurethattheSecurityCouncilhastruepoliticalauthorityovereventsinIraq,”arguesPaulWilkinson,professorofInternationalRelationsatSt.AndrewsUniversityinScotland.
TheprisonphotographshavesoinflamedIraqiandArabopinion,however,thattheUN’staskofanointingatransitionalIraqigovernmentisnowevenmorecomplicated“Asolutionhastobefound[totheproblemsinIraq]butithasbeenmadeimmeasurablymoredifficultbytherevelationsaboutprisonermistreatment,”saysLordCarrington,aformerBritishforeignsecretary.
ThedamageinEurope,however,istoAmerica’sreputationandleadership,particularlygallingtosupportersofthewarsuchasFrenchauthorPascalBruckner,whobuckedtheFrenchintellectualtrendayearago.“America...issquanderingamoralcreditthatwasalreadyeroded,”Mr.Brucknerstatedrecently.“Whatevershedoesshehaslosttheimagebattle,andhercurrentleaderswillhaveachievedtheexploitofmakingAmericahatefultothewholeworld,includingherownfriends,allies,andneighbors.”WhatthePollsSay
NotthatthecurrentUSadministrationwasverypopularinthefirstplaceamongEuropeancitizens,resentfulofwhattheyseeasWashington’sarroganceinworldaffairs.ApollpublishedinJunebythePewFoundationfoundthatPresidentBush’sapprovalratingswere39percent,inBritain(thehighestofthesevencountriessurveyed),15percentinFrance,and14percentinGermany.
TheAbuGhraibphotographsemergedfollowingseveraldifficultweeksfortheUS-ledoccupationforcesinIraq,whenalotseemedtobegoingwrongforthem,includingaShiiteuprisingandsustainedresistanceinFallujah(费卢杰,地名).ThoseeventsappearedcomfortmostEuropeansintheirconvictionthatthewarwaswronginthefirstplace.“Actingonafalsepretext-thefamousweaponsofmassdestruction-withoutUnitedNations’support...[theAmericans]owedittothemselvestobeirreproachableintheirhandlingofthewaranditsaftermath,”Brucknerargued.
Byfallingshortofthatstandard,theUSauthoritiesmayhavetriggeredrepercussionsthatwillbefeltformanyyears,someanalysts,fear.“Thephotographsshowhowfarwehavetogoinwinningthebattleofideasaspartofthefightagainstterrorism”,saysProfessorWilkinson.“IamworriedaboutthelowprioritygiventohumanrightsandtheruleoflawinthestrategyagainstA1Qaeda.Ifwedon’twintheheartsandmindsofyoungMuslimswearecreatingaproductionlineofnewsuicidebombers.”
InEurope,meanwhile,thepicturesreinforcenegativestereotypesofAmericantheyarecommonamongyoungpeople,saysDr.May.“KidsaretellingtheirteacherstheyalwayssaidAmericanfolloweddoublestandards,andhereistheproof,”heexplains.“TheyseethisasevidenceofwhattheybelievedallalongtheyAmericanisusingforceinthewrongway,thatitdoesn’trespectitsownvaluesystem,thatitsimplypursuingitsowninterests.”
U.Sofficials’insistencethatonlyafewwereresponsiblefortheprisonerabuseisnotgenerallybelieved.EuropeannewspaperhavegivenwidepublicitytothereportoftheCommitteeiftheInternationalRedCrossthatsuchmistreatmentwassystematicinpartsofAbuGhraib.
InPoland,whosegovernmentandpeopleareperhapsthemostwholeheartedlypro-AmericanontheContinent,“manypeoplebelievedAmericarepresentedthemorallycorrectcauseintheconflict,”saysJanuszReiter,headoftheCenterforInternationalRelationsinWarsaw.“Nowtheyhaveveryseveredoubts.”
“ThiscasehasdamagedAmerica’smoralcredibility,andunderminedPoles’trustintheUSasthepoliticalleaderoftheworld”.Mr.Reiterworries,“Butitisnotirreparable.”

SignsthatWashingtonmaybeseekingtomakeamendswithitsEuropeanallieshavebeguntosprout:
thecoalitionhasalreadygiventheUNtheleadroleinestablishingIraq'stransitionalgovernment,duetotakepoweronJune30,forexample.
WashingtonisalsobelievedtohavesignedontoaFrenchplanforaconferenceinvolvingIraq’sneighbors,todrawthemintoreconstructionefforts,eventhoughtwoofthoseneighborsareIran,anso-called“axisofevil”member,andSyria,againstwhichMr.Bushimposedatradeembargolatelyforallegedlysupportingterrorism.
Atthesametime,theUSStateDepartment'spolicyplanningchief,MitchellReiss,hasbeenmakingsoothingnoisesatpublicappearancesinEurope.InaspeechinBerlin,forinstance,hetalkedatlengthabouttheneedfortransatlanticcooperationanddialogue.“Thespeechhadeverythingwewantedtohear,thingswehadnotheardfortwoyears,”saysMay,whoheardReissspeak.
InthewakeofSpain’stroopwithdrawal,however,WashingtonisfacinganuphillstruggletoconvinceotheralliestokeeptheirsoldiersinIraq,anditshopesofpersuadingnewcontributorstojointheeffortappeartohavedroppedtozero.
USofficialshadhopedtopersuadeNATOtotakeaformalroleinIraqafterthetransitiontoIraqirule,butnosuchdecisionisexpectednowatthecomingalliancesummitinIstanbul.
WithEuropeanmistrustoftheUSadministrationrunningsohigh,“thelastthingtheEuropeanswanttodoiscometothealliancesummitandallowGeorgeW.Bushtopresideovertheallianceasagreatleader,”saidPhilipGordon,aBrookingsInstitutescholarandcoauthorofanewbookonthetransatlanticriftoverIraq,inarecentspeechtotheTransatlanticCenter,aBrusselsthinktank.
TheAbuGhraibscandal“isamajorblowtoEuropeansupportforactioninIraqtohelptheAmericans,”saysMay.“ItisadisasterforIraq,adisasterforAmerica,andadisasterfortransatlanticrelations.ItmakeslifealotharderforAmerica’sfriendsinEurope.”
