AIntroduction引言

SafetyisacorevalueforLafargeandthe1stpriorityatalltimesduringtheimplementation,executioncyclesandrelatedprocessesthroughouttheprojectlifefromthecommencementofworks（sitetakeover）throughtoprovisionalacceptanceandfinalhandover.

对拉法基而言，“安全第一”的原则贯穿工程始终，体现在从工程开工（即接收施工场地）直到临时接收和最终移交，包括项目周期实施及相关过程中的每时每刻。

Lafargebelievesthatallaccidentsarepreventableandavoidable.PreventionistheresponsibilityofboththeContractorandLafarge.

拉法基认为所有事故都是可以预防、避免的，预防事故是承包商和拉法基的共同责任。

AllContractorsemployedonLafargesitesmustbepro-activeintheirapproachandtakeallthenecessaryandwell-plannedactionstoensurethatallpeopleworkingonthesesitescanworkinsafeandhealthyconditions.

拉法基现场的所有承包商必须具有前瞻性安全意识，认真规划并采取一切必要措施，以确保在上述现场工作的所有人员享有安全健康的工作条件。

AlthoughsafetyistheprimeresponsibilityoftheContractor（s）,theLafargeSiteTeamisempoweredtotakeanyactiontopreventdangerousworkingpractices.

安全是承包商的主要责任，但拉法基的现场机构有权采取任何措施阻止危险的施工作业。

InordertoassisttheContractortomeettheirobligationsandinordertofurtherapositiveattitudetowardaccidentprevention,LafargehaspreparedthesafetyrequirementsforSiteConstructionactivitiesaswellassafeworkrulesandpractices,whicharemandatoryandmustbeconsideredastheminimumrequirementstoberespectedbytheContractor.ApplicationofthesesafetyrulesandconditionsshallnotallowtheContractortoclaimforadditionaltimeinthescheduleorcost.TheseproceduresandrulesareexpectedtobepartoftheContractorsscopeofwork.

为协助承包商履行其义务并促进事故预防积极态度，拉法基编写了现场施工安全准则和规定。

此安全准则为义务性规定，承包商必须将其视为安全规定最低标准。

执行安全准则并不构成承包商索赔额外工期或费用的理由。

KeyHealth&SafetyRules:

健康与安全重点规程

ØLinemanagement,fromboththeContractorandLafarge,isresponsibleforHealth&Safetyimplementation,communicationandcompliance.

Ø承包商和拉法基的各级管理机构都应对健康与安全工作负责，包括规程实施、沟通和纪律落实。

ØEveryoneworkingforLafarge,includingContractors,mustrespecttheattachedHealth&SafetyStandards,Advisories,rulesandguidelines.

Ø为拉法基工作的任何人包括承包商都必须执行本文所附的健康与安全标准，执行各项安全通告、规章和导则。

ØSafetyrulesmustbecommunicatedtoeveryonebyallnecessarymeanstoensurefullunderstandingandcompliance.

Ø安全规则宣传工作要做到人人皆知，确保全面理解执行。

ØCompliancewiththeserulesisaconditionofemploymentandfailuretorespectthemmayincludeterminationfromtheproject.

Ø遵守安全规则为聘用条件之一，不遵守安全规则将被解除聘用合同。

BContractorSafetyManagement承包商的安全管理

1Purpose目的

Thepurposeofthisdocumentistomanageandcontrolpotentialexposuresandrisksassociatedwithfatalities,injuriesandincidentsarisingfromtheworkperformedbyContractorsandsub-contractorsonbehalfofLafarge.TheContractorandsub-contractoremployeesmustworkunderthesameH&SexpectationsasthoseofLafargeemployees.

本文旨在强调事故隐患和伤亡风险管理、以及对拉法基的承包商和分包商履约作业事故的管理控制。

承包商和分包商雇员在工作中必须有拉法基雇员同样的健康与安全意识。

2Responsibility责任

TheContractorisresponsiblefor:

承包商应负责下列事宜：

∙DevelopingandimplementingprojectspecificH&Ssystemsthatensurecomplianceandadherencetotherequirementsdescribedinthisdocument,includinganymodificationsthatmayhappenduringcontactexecutionaswellasallthelawsofthecountry.

∙按照本文所述规定制定和实施具体工程项目的健康安全规程，包括实施合同以及执行该国各项法律过程中发生的任何修改。

∙Ensuringthattheiremployeesandallsub-contractorsarecompetentandadequatelytrainedtoperformtherequiredtasks.

∙确保其雇员和分包商经过所需培训、具备合适能力胜任履约工作。

∙Ensuringthattheiremployeesandtheirsub-contractorscomplywiththerequirementsofthisdocument.

∙确保其雇员和分包商遵本文各项规定。

∙Leadingbyexampleandensuringthattheyandtheirsub-contractorsareapplyingsafeworkpracticesatalltimes.

∙以身作则、并确保自己和分包商时时执行安全工作条例。

∙Ensuring,beforeanyworkisstarted,thatallContractorpersonnelareadequatelytrainedwithrespecttoalltheH&SaspectsofthetaskstheyaretoperformandaregivenappropriatesiteinductiontrainingbytheContractor.TheContractorSiteManagermustensurethattheiremployeesunderstandLafarge’srulesandStandardsandrelatedAdvisoriesandarefullyfamiliarwiththeworksiteandtheparticularitiesofthework.ThisrequirementalsopertainstoanyContractoremployeebeginningworkontheprojectaftertheinitialtrainingandstartupphase.TheContractormustalsoproviderefreshertraininginallrelatedtopicsataminimumof6-months.

∙确保在每项工作开始之前承包商人员已经接受了承包商组织的入门训练以及自己岗位所需的健康安全培训。

承包商现场经理必须确保其雇员理解拉法基的安全规则、标准和相关通告、并全面熟悉工程现场和工程特性。

本规定还适用于在接受初始培训和启动阶段后来本项目工作的任何承包商雇员。

承包商还应针对各相关题目组织复习训练，至少半年一次。

∙AlltoolsandequipmenttobesuppliedbytheContractormustbeinasafe,workingconditionaccordingtothemanufacturers’specifications.

∙承包商提供的所有工具和设备安全、符合制造商技术规范规定的工作条件。

∙Contractorsareresponsibletoensuretheirsub-contractorscomplywithLafargeH&Srequirementsandareproperlytrainedinalltaskstheyplantoemployonthesite.

∙确保其分包商遵守拉法基的健康安全规定，并针对岗位工作接受合适的培训。

CSiteandSafetyOrganisation现场安全机构

TheContractorandLafargewillissueanorganizationchartwithinonemonthofthecontractsignaturedetailingthesiteandrelatedsafetyorganizations,describedinthissectionandcontainingthefollowinginformationforeachpersononthecharts:

签约后一个月内承包商和拉法基都应编制一份安全机构图表，详述本文规定的现场安全机构和其它相关安全机构，并说明机构中每位成员的下列情况，包括：

姓名和照片

职务

职责范围及工作

电话号码及分机

手机号码

电子邮箱地址

▪Nameandpicture

▪Position/designation

▪Jobdescriptionandareaofresponsibilities

▪TelephoneNo&extension

▪Mobilephonenumber

▪E-mailaddress.

ThesiteandsafetyorganizationchartsandcommunicationlistsshallbemaintainedandupdatedbyboththeContractorandLafargeandcommunicatedtoeachotherinwritingfollowinganychangeswithin2-daysofthechange.

双方都应及时更新安全机构图表和联系名单，如有任何变动应在两天内通知对方。

1SafetyOrganisationChart安全机构图表

TheContractorwilldesignateaqualifiedandcertifiedSafetyManager/Officers,Health&Safetyprofessional,andwillrequireitssubcontractorstodothesame.

承包商必须指派有证书确认合格的安全经理或安全主管和健康与安全专业人员，同时对其分包商提出同样要求。

TheContractormustshowevidencetoLafarge’sSiteManagerthattheContractor’sSafetyManagerandhisdeputyhavetherequiredacademiccredentialsandprofessionalexperience.TheContractormustensurehimselfoftherelevanceofthecredentialsofhissubcontractor’ssafetymanagers.

承包商必须向拉法基的现场经理证明其安全经理和副经理的学历证书和专业经验；同时必须要求其分包商对其提供如此证实材料。

TheContractorsHealthandSafetyManagershallbeproficientinbothoralandwrittencommunicationinthecontractlanguage.（MinimumTOFEL/TOICscoretobeagreedtoby
