Thankyouforthewarmwelcome. Thanksforshowingmearound. IwasjustmentioningthatIgotachancetopullthefirstfirealarmsinceIwasinjuniorhigh. (Laughter.) AndIdidn'tgetintroubleforit.
Thisisanextraordinarily5impressivefacility,whereworkersareinstructedoneverythingfromtheinstallationofsophisticatedenergyhardwareandsoftwaretothebasicsofcurrentandresistance. Weneedtolooknofurtherthantheworkersandapprentices6(学徒,生手)whoarestandingbehindmetoseethefuturethat'spossiblewhenitcomestocleanenergy.
It'safutureinwhichskilledlaborers7arehelping8usleadinburgeoning9(迅速发展)industries. It'safutureinwhichrenewableelectricityisfuelingplug-inhybrid10carsandenergy-efficienthomesandbusinesses. It'safutureinwhichwe'reexportinghomegrownenergytechnologyinsteadofimportingforeignoil. Andit'safutureinwhichoureconomyispowerednotbywhatweborrowandspendbutwhatweinventandwhatwebuild.
That'sthebrightfuturethatliesaheadforAmerica. Andit'soneof--it'safuturethatmyadministrationisstrivingtoachieveeachandeveryday. We'vealreadymadethelargestinvestmentincleanenergyinhistoryaspartoftheRecoveryAct--aninvestmentthatisexpectedtocreatemorethan700,000jobsacrossAmerica-–manufacturingadvancedbatteriesformorefuel-efficientvehicles,upgradingthepowergrid11sothatit'ssmarterandit'sstronger,doublingournation'scapacitytogeneraterenewableenergy. Andafterdecadesinwhichwehavedonelittletoincreasetheefficiencyofcarsandtrucks,we'veraisedfueleconomystandardstoreduceourdependence12onforeignoilwhilehelpingfolkssavemoneyatthepump(加油站).
Butinordertotrulyharness(驾驭,治理)ourpotentialincleanenergywe'regoingtohavetodomore,andthat'swhywe'rehere. Inthenearterm,aswetransitiontocleanerenergysources,we'regoingtohavetomakesometoughdecisionsaboutopeningupnewoffshore13areasforoilandgasdevelopment. We'llneedtomakecontinuedinvestmentsinadvancedbiofuels(生物燃料)andcleancoaltechnologies,evenaswebuildgreatercapacityinrenewableslikewindandsolar. Andwe'regoingtohavetobuildanewgenerationofsafe,cleannuclearpowerplantsinAmerica.
That'swhatbringsushere. ThroughtheDepartmentofEnergy-–undertheleadershipofNobelprize-winningphysicist14,StevenChu–-although,justaquicksidenote:
Whenhewastalkingtosomeoftheinstructors15here,andtheyweretalkingaboutcurrentsandthisandthatandtheother,Iindicatedtohimthathecouldhavesavedalotofmoney. InsteadofgettingaPh.D.,hecouldhavecomehereandlearnedsomeofthesamestuff. (Laughterandapplause.) Youknow,theinstructorsherewerejustkeepingup--theywererighttherewithhim.
ButthroughtheDepartmentofEnergyandSecretaryChu'sleadership,weareannouncingroughly$8billioninloanguaranteestobreakgroundonthefirstnewnuclearplantinourcountryinthreedecades--thefirstnewnuclearpowerplantinnearlythreedecades. (Applause.)
It'saplantthatwillcreatethousandsofconstructionjobsinthenextfewyears,andsome800permanentjobs--well-payingpermanentjobs--intheyearstocome. Andthisisonlythebeginning. Mybudgetproposestriplingtheloanguaranteesweprovidetohelpfinancesafe,cleannuclearfacilities-–andwe'llcontinuetoprovidefinancingforcleanenergyprojectshereinMarylandandacrossAmerica.#p#分页标题#e#
Now,therewillbethosethatwelcomethisannouncement,thosewhothinkit'sbeenlongoverdue16(迟到的,过期的). Buttherearealsogoingtobethosewhostronglydisagreewiththisannouncement. Thesamehasbeentrueinotherareasofourenergydebate,fromoffshoredrillingtoputtingapriceoncarbonpollution. ButwhatIwanttoemphasizeisthis:
Evenwhenwehavedifferences,wecannotallowthosedifferencestopreventusfrommakingprogress. Onanissuethataffectsoureconomy,oursecurity,andthefutureofourplanet,wecan’tkeeponbeingmired17inthesameoldstaledebatesbetweentheleftandtheright,betweenenvironmentalistsandentrepreneurs.
See,ourcompetitorsareracing18tocreatejobsandcommandgrowingenergyindustries. Andnuclearenergyisnoexception. JapanandFrancehavelonginvestedheavilyinthisindustry. Meanwhile,thereare56nuclearreactors19underconstructionaroundtheworld:
21inChinaalone;sixinSouthKorea;fiveinIndia. Andthecommitmentofthesecountriesisnotjustgeneratingthejobsinthoseplants;it'sgeneratingdemandforexpertise20(专门技术)andnewtechnologies.
Somakenomistake:
Whetherit’snuclearenergy,orsolarorwindenergy,ifwefailtoinvestinthetechnologiesoftomorrow,thenwe’regoingtobeimportingthosetechnologiesinsteadofexportingthem. Wewillfallbehind. Jobswillbeproducedoverseas,insteadofhereintheUnitedStatesofAmerica. Andthat'snotafuturethatIaccept.
Now,Iknowit’sbeenlongassumedthatthosewhochampiontheenvironmentareopposedtonuclearpower. Butthefactis,eventhoughwe’venotbrokengroundonanewpowerplant--newnuclearplantin30years,nuclearenergyremains21ourlargestsourceoffuelthatproducesnocarbonemissions22. Tomeetourgrowingenergyneedsandpreventtheworstconsequencesofclimatechange,we'llneedtoincreaseoursupplyofnuclearpower. It'sthatsimple. Thisoneplant,forexample,willcutcarbonpollutionby16milliontonseachyearwhencomparedtoasimilarcoalplant. That'sliketaking3.5millioncarsofftheroad.
Ontheotherside,therearethosewhohavelongadvocated(提倡,主张)fornuclearpower--includingmanyRepublicans--whohavetorecognizethatwe'renotgoingtoachieveabigboostinnuclearcapacityunlesswealsocreateasystemofincentives23(激励,奖励)tomakecleanenergyprofitable. That'snotjustmypersonalconclusion;it'stheconclusionofmanyintheenergyindustryitself,includingCEOsofthenation'slargestutilitycompanies. Energyleadersandexpertsrecognizethataslongasproducingcarbonpollutioncarriesnocost,traditionalplantsthatusefossilfuelswillbemorecost-effectivethanplantsthatusenuclearfuel.
That'swhyweneedcomprehensiveenergyandclimatelegislation,andwhythislegislationhasdrawn24supportfromacrosstheideological25(意识形态的,思想的)spectrum26. IraisedthisjustlastweekwithcongressionalRepublicanleaders. Ibelievethere'srealcommongroundhere. Andmyadministrationwillbeworkingtobuildonareasofagreementsothatwecanpassabipartisan(两党连立的)energyandclimatebillthroughtheSenate.
Now,noneofthisistosaythattherearen'tsomeseriousdrawbacks(缺点,退税)withrespecttonuclearenergythathavetobeaddressed. AstheCEOsstandingbehindmewilltellyou,nuclearpowergenerateswaste,andweneedtoaccelerateoureffortstofindwaysofstoringthiswastesafelyanddisposingofit. That'swhywe'veaskedabipartisangroupofleadersandnuclearexpertstoexaminethischallenge. Andtheseplantsalsohavetobeheldtothehighestandstrictestsafetystandardstoanswerthelegitimate28(合法的,正当的)concernsofAmericanswholivenearandfarfromthesefacilities. That'sgoingtobeanimperative29(必要的,紧急的).
Butinvestinginnuclearenergyremainsanecessarystep. WhatIhopeisthatwiththisannouncement,we'reunderscoringbothourseriousnessinmeetingtheenergychallengeandourwillingnesstolookatthischallengenotasapartisan27issuebutasamatterthat'sfarmoreimportantthanpolitics--becausethechoiceswemakewillaffectnotjustthenextgenerationbutmanygenerationstocome.
Thefactischangingthewaysweproduceanduseenergyrequiresustothinkanew;itrequiresustoactanew(重新,再);anditdemandsofusawillingnesstoextendourhandacrosssomeoftheolddivides,toactingoodfaith,andtomovebeyondthebrokenpoliticsofthepast. That'swhatwemustdo;that'swhatwewilldo.
