1.Introduction
HumanResourceDevelopment(HRD)isrisinginthe80sdesignedtoimprovethequalityofhumanresourcesmanagementstrategyandactivities.Fromastrategicperspectiveview,thefunctionofHRDistocloselylinktheorganization'shumanresourcesandtechnology,itspotentialstructureandthemanagementprocessesoftheorganizationsoastoimprovethequalityofthehumanresourceandtheorganizationperformance(Lillian,2013).TheHRDshouldadjustitsstrategiestowellmeetthechangeabledemandsfrominternalandexternalenvironmentsothattheorganizationcanbetterformulatethestrategiestorealizeitsfinalgoals.Asthedeep-inofeconomicglobalization,thecompetitionsamongvariousorganizationsarebecomingmoreandmorefierce.ManyorganizationspaymuchattentionontheHRDfunctionasitcanactivelyinvolveinthestrategyplanoftheorganization.Thatis,theHRDfunctioniscloselyconnectedwithorganization,whichplaysavitalroleinthedevelopmentofemployeesandorganizations.
Therefore,specifically,thisassayaimstocommentonthataclosealignmentoforganizationalstrategywiththehumanresourcedevelopmentfunctionsmayenhancebothindividualandorganizationalperformance.
2.TheoryframeworkofrelationsofHRDfunctionandorganizationstrategy
Learningfromtheindividuallevelrisestotheleveloforganization,theultimategoalistoimproveorganizationalperformance.Inthelate80s,thewordperformanceappearedinthedefinitionofhumanresourcedevelopment.RichardSwansonisconsideredtobethefirsttointroducetheconceptofperformanceinthetheoryofhumanresourcedevelopment(HRD).Hethinksthathumanresourcesdevelopmentisaconstantprocessthroughtheabilityofemployeestoimproveorganizationalperformance.TheappearanceofperformancetheoryofHRDmarkstheorganizationstakethe"learning"asthecentermovetotakethe"performance"asthecenter(PaulandCary,2012).Inpractice,however,thisshiftisofgreatsignificance,becausealthoughHRDprovidesmanyservicesfortheorganizationandtheseservicesalsoarewidelywelcomed,butalloftheseservicesarenotbasedonefficientperformanceasthecenter.Inordertoimprovethehumanresourcesdevelopmentfortheorganization'sstrategicvalueandstatusintheorganizationandvisibility,HRDmustcontributetoachieveorganizationalgoalsandtheHRDmustbecarriedoutaroundthekeyperformanceoftheorganizations(Storey,2002).
Basedontheperformancetheory,inthisassay,itwoulddetailedcommentonthattheHRDfunctionwithorganizationsstrategiescangreatlyenhancetheindividualandorganizationperformance.
3.CommentontheimportanceofHRDfunctioninorganizationalperformancedevelopment
Inthemodernsociety,theexternalandinternalenvironmenthasbecomemorechangeableasthefurtherdevelopmentofeconomicglobalization.Theorganizationsshouldalwaysbefacedwithallkindsofchallengeandpressureposedbythemoreservercompetitionsinitsindustry.AsAmericanscholarsPaulandCary(2012)arguethatthemodernorganizationsshouldtakeastrategiclooktowellusethehumanresourcewhichcanformapowerfulweaponinthefiercecompetitions.Intodays’world,thesocietyhasmuchhigherrequirementsforthemarketingpersonnels,thetechnologicaltalentsandstrongmanagementabilityoforganizations.Underthiscondition,thetechnologicalcompetitionisveryharsh,andeconomicriskishuge.Thus,thefunctionofHRDismoreimportant.TheHRDfunctionandmanagementgraduallybecomesonthestatusoftheorganization'sstrategicheight.
Asisdiscussedabove,itiscrucialforthemodernorganizationsfocusontheHRDfunctionsincethethecompetitionin21centryismoreofthehumanresourcecompetition.Thus,whethertheorganizationcansurviveandwelldevelopmentinthechangeableworld,theHRDplaysanimportantrole.

BasedonAdrere’sarguments,asuccessfulorganizationshouldenjoytheefficientandgreatemployeesstructuretoachievestrategiccompetitivenessonhumanresource.
Foranorganizationdevelopment,astheelementsofhumanresources,thedevelopmentoftheorganizationisreflectedinthedevelopmentofemployees.IftheorganizationdoesnotachieveHRD,theknowledgestructureofanorganizationiseasytoaging,soorganizationsneedstoconstantlyupdateknowledgeandkeeplearning,whichshouldusethestafftrainingandorganizationalinternalknowledgemanagementtorealizeit.DiggingthepotentialofemployeesandmakingtheorganizationhumanresourcescanplaytothelargestvalidityisoneoftheimportantfunctionofHRD(IchbiahandKnepper,2009).Caringstaff,providingtrainingfortheworkerandmakingthemfrompassiveattitudetoactivelyparticipateinthetrainingtoseektheirownprogressandthedevelopmentoforganization,suchnotonlycanmaketheworkerandorganizationgrowtogether,alsocanenhancethecohesionoftheenterprise.

AccordingtoNisers’claim,thealignmentoforganizationstrategicgoalsandHRDfunctionwouldformgreatcompetitivenessinthechangeablemodernsociety.Thus,theHRDfunctioncanbevitalforthestrategicdevelopmentofhumanresource.AstheroleofHRDistowelldevelopthehumanresourcethroughrecruitment,trainingandrewardorperformanceevaluationsystem,thus,strategicHRDcanbetterhelptheorganizationrecruitanddevelopthestrategictalentswhoareimportantforthesurvivalanddevelopmentoforganizations(David,et.al,2012).Inthecurrentsociety,HRDfunctionandorganizationdevelopmentstrategythatarelinkedtogethercanwelldealwiththeallvirouschanges.HRDisbasedonthedevelopmentoforganizationsstrategies,objectivesandorganizationsinternalandexternalenvironmentchangessoastomaximizedrealizethemissionoforganizations.Andaccordingtothesetasksandrequirements,thedevelopmentandintegrationrelyontheestablishmentofclearorganizationstrategy.Thus,atpresentinmanyorganizations,theyhaverealizedtheimportanceofHRD,andmaketheHRDinnovatefromthetraditionalmodeofpersonnelmanagementanddevelopaccordingtotheneedsoforganizationalstrategy.AccordingtotheHRDfunction,bywellsetuptheappointment,incentivesystemtodiscoverthebesttalents,thestrategicgoalsoftheorganizationcanbefullyaccomplished.Thus,fromthisperspective,itisnecessarytomaketheorganizationstrategyandHRDfunctionlikedtogetherasitcangreatlypromotethebenefitsoftheorganizations.
●Necessityfortheimprovementofcompetitivenessoforganizations
Asthecompetitiveenvironmentiscontinuouslychangingandtechnologyaswellassciencearequicklydevelopingaroundtheworld,itnotonlymaketheorganizationhardtograspthestrategicgoals,butalsomaketheHRdepartmentdifficulttoforeseethefuturesupplyanddemandofhumanresourceoforganizationssoastoensureitcantimelyobtaintheneededtalents,whichisnecessaryfortheorganizationtomakesurethegoalsimplementedinatimelymanner.InlightofthefeaturesoftheHRDthatshouldbestrategictomeetthechangesofenvironment,thealignmentcangreatlypromotetheorganizationstodeveloptheircompetitivenessbyfullyusingthehumanresourcetorealizethestrategicobjectivesoftheorganizations.Andinthisprocess,theemployeesandorganizationscouldbothgethugedevelopment.Therefor,itisvitaltomaketheHRDfunctionsinvolvedinthestrategicplansoforganizations.
