"Allmenarecreatedequal."We'vehearditmanytimes,butitstillhasimportantmeaningforeducationinademocraticsociety.Althoughthephrasewasusedbythiscountry'sfounderstodenoteequalitybeforethelaw,ithasalsobeeninterpretedtomeanequalityofopportunity.Thatconceptimplieseducationalopportunityforallchildren——therightofeachchildtoreceivehelpinlearningtothelimitsofhisorhercapacity,whetherthatcapacitybesmallorgreat.Recentcourtdecisionshaveconfirmedtherightofallchildren-desabledorno
