theheading,thepreambleandtheoperativesection.Theheadingshowsthecommitteeandtopicalongwiththeresolutionnumber.Italsoliststhedraftresolution’ssponsorsandsignatories(seebelow).Eachdraftresolutionisonelongsentencewithsectionsseparatedbycommasandsemicolons.Thesubjectofthesentenceisthebodymakingthestatement(e.g.,theGeneralAssembly,EconomicandSocialCouncil,orSecurityCouncil).Thepreambleandoperativesectionsthendescribethecurrentsituationandactionsthatthecommitteewilltake.

Adraftresolutionmustalwaysgainthesupportofacertainnumberofmemberstatesinthecommitteebeforethesponsors(thedelegateswhocreatedtheresolution)maysubmitittothecommitteestaff.Manyconferencesrequiresignaturesfrom20percentofthecountriespresentinordertosubmitadraftresolution.Astaffmemberwillreadthedraftresolutiontoensurethatitisrelevantandinproperformat.Onlywhenastaffmemberformallyacceptsthedocumentandassignsitanumbercanitbereferredtoinformaldebate.
