1.0INTRODUCTION
TheEmergencyEvacuationPlanandProcedureswillbefinalizedatalaterdateonsiteandmustincorporatecoordinationwithSNEIintheeventofatotalprojectsiteevacuation.Theplancontainedhereinservesasabasistofinalizethesiteemergencyevacuationplanatalaterdate.
2.0GENERAL
Anemergencyisdefinedforthepurposeofthisplanasaneventorcondition,whichhasthepotentialofcausingbodilyinjurytoemployeesand/ordamagetotheprojectfacilityand/orinfrastructure.
3.0RESPONSIBILITIES
3.1EmergencyManagementGroup
TheEmergencyManagementGroup(EMG)iscomprisedofkeymanagersandtechnicalspecialistsontheproject.Theyareoverallresponsible,andcontrolallemergencyincidentrelatedactivities.Thetypeandscopeoftheemergencyincidentwilldeterminethemembersthatwillbeactivatedforduty.TheProjectSiteManageristypicallytheEmergencyDirectorandheistheleaderofthegroupandalsotheincidentcommander.Theprojectsafetymanagerwillfacilitatethedevelopmentofthisteam.
TheEMGshoulddevelopwrittenplansandcheckliststhatareconsistentwiththeIncidentCommandSystemandincludeitemssuchascommandstructure,proceduresforsingle,ormultiplebuildingevents,etc.Theprojectsafetymanagerwillfacilitatethisplanning.
Theteamisresponsibleforthebigpictureandcontrolsallincident-relatedactivities.TheEmergencyDirectorhastheresponsibility,commandandcontrolofallaspectsrelatedtotheincident.TheEMGmembersshouldbeseniormanagersthathavetheauthorityto:
•Determinetheshortandlongtermeffectsoftheemergency.
•Ordertheevacuationorshutdownofthefacility.
•AllocateresourcestotheEmergencyOperationsGroup(EOG).
•Coordinatewithappropriatecompanymanagement.
•Interfacewithoutsideorganizationsandthemedia.
•DetermineiftheEmergencyOperationsCenter(EOC)shouldbeactivated.
•DetermineifBusinessRecoveryplansshouldbeactivated.
ThemembershipoftheEmergencyManagementGroupwilldependonthenatureoftheemergency.Possiblemembersinclude:
•ProjectManagementandManager
•Security
•HealthandSafety
•IT
•Facilitymaintenanceandengineering
•HumanResources
•SNEIManagementfromunitsaffectedbyincident
•Purchasing
•Supportpersonnel(documentation,communications,mediarelations,governmentrelations)
3.2EmergencyOperationsCenter
TheEmergencyOperationsCenter(EOC)servesasacentralizedmanagementcenterforemergencyoperations.TheEmergencyManagementGroupassemblesintheEOC.
OperationswithintheEOCshouldbeconsistentwiththeIncidentCommandSystem.
EOCsshouldbelocatedinareasoftheprojectfacilitythatprovidetheEMGthespace,referencematerials,activitylogs,communicationsresourcesandothertoolsrequiredtoperformtheirtasks.BackupEOC’sshouldbedesignatedincasetheprimarypersonisnotavailable.

3.3EmergencyOperationsGroup
TheEmergencyDirectorappointsaFieldCommander,tooverseethetechnicalaspectsoftheresponse.TheFieldCommandercommandstheEmergencyOperationsGroup(EOG),whichiscomprisedofthepeoplenecessarytocorrectorstabilizethesituation,toprotectthehealthandsafetyoftheprojectemployees,andtoprotectandminimizedamagetotheenvironmentandthefacility.Thisteamalsointerfacesdirectlywithrespondingemergencyteamssuchasfire,policeorparamedics.Themakeupofthisteamwillalsobedependentonthenatureoftheincident.Dependingontheprojectphaseparticipantsonthisteaminanareaorbuildingontheprojectcouldinclude:
•FieldCommander
•ProjectEngineeringand/orFacilitymaintenance/engineering
•Security
•EmergencyActionTeams
•Evacuation
•Medical
•Rescue
•SafetyOfficer
•PersonnelManager
TheFieldCommanderpositionisresponsibleforthefront-linefieldmanagementoftheincident,fortacticalplanningandexecutionoftheresponse,fordeterminingwhetheroutsideassistanceisrequired,andforrelayingrequestsforinternalresourcesoroutsideassistancethroughtheEmergencyOperationsCenter.TheFieldCommandershouldbeamemberofProjectManagementortheauthoritytomakedecisions.
TheFieldCommandermusthavethecapabilityandauthorityto:
•Assumecommand
•Assessthesituation
•Implementtheemergencymanagementplan
•Determineresponsestrategies
•Activateresources
•Orderanevacuation
•Overseeallemergencyincidentresponseactivities
•Declarethattheincidentis"over"
3.4AreaManagementTeam
Keymanagersfromeachareawillinitiallyassembleneartheirarea’sevacuationassemblyareaand:
•Makesureofthehealthandsafetystatusofthepersonnelfromtheirworkarea.
•Actasafocalpointbetweentheevacueesandtheemergencymanagementteams.
•Gatherinformationattheassemblyareaandthestatusoftheheadcountandthestateoftheareaorfacility,andforwardthattotheEOC,usingrunners,cellphone,orbandradioprovidedtoeachteam.
•Provideemergencyteamswithinformationconcerningtheirspecificarea,suchasthelocationofvictims,criticalequipmentordocuments.
•Monitorthestatusofanypersonnelfromtheirbuildingthatmayhavestayedbehindtooperateorshutdowncriticalequipment.
•Maintainorderintheassemblyareas.
3.5EvacuationTeams
Theirprimaryfunctionistoassisttheegressofpeoplefromtheworkareas,andperformaheadcountofthem,onceevacuated.Belowisadescriptionofindividualrolesandresponsibilitiesofkeypersonnelassociatedwiththeseteams.
3.5.1ProjectSafetyManager
Pre-EventResponsibilities-TheProjectSafetyManagershallassumeresponsibilityfor
•AssuringthatthereisanAreaWardenforeachdefinedworkarea.
•ProvidematerialsdocumentingevacuationprocedurestoAreaWardens.
•EnsurethattheEvacuationTeamsunderstandtheirresponsibilitiesinvariousemergencysituations.
•Trainingandevaluationoftheteams.
•ImplementasystemofnotificationwhenAreaWardensareleavingandreturningonbusiness,sickleave,vacation,transfer,ortermination.
ResponsibilitiesfollowinganordertoEvacuate:
•Willreportattheincidentsite.
3.5.2AreaWardens
Thereshouldbeoneareawardenandadesignatedbackupforeachdefinedworkarea.Superintendentscouldbeassignedasareawardens.
Pre-EventResponsibilities-TheAreaWardensshallassumeresponsibilityfor:
•BeingfamiliarwiththeEmergencyActionPlan.
•Knowingwhichareaheisresponsiblefor.
•Knowingthelocationofallexitroutesandfirefightingequipmentintheassignedarea.
•Knowinghowtonotifysafetyandsecurityofanemergency.
•Ensurethatallaisles,walkwaysandstairsarefreefromobstructions.
•Checkallextinguisherstoverifythattheyarereadyforuseandreportanydefecttosafetyandareasupervision.
•Assuringthereareenoughmembers,andalternates,tocompletethedutiesassignedtotheEvacuationTeam.Delegatingassignmentsorresponsibilitiestoeachteammember.
•DelegatingAreaWardenresponsibilitiestoalternateteammembersduringanextendedabsence.
•Attendtrainingmeetingsandpracticedrills.
•Ensuringthateachteammemberhastheproperemergencyequipment,thatitisoperatingproperly,andthatitisbeingprotectedfrompilferage.
ResponsibilitiesfollowinganordertoEvacuate:
•Directtheorderlyevacuationoftheareawhen;theevacuationalarmsounds;asdirectedbyprojectsafety,orbyhigherauthority;orinhisjudgementifanevacuationofhisareaiscalledfor.
•AssembletheAreaEvacuationTeamquicklyatapredeterminedlocationwhenthereisasignalforanevacuation,todeterminetheresourcesavailabletosupporttheevacuation.Recruitqualifiedappropriatevolunteersifnecessary.
•Evacuationsshouldbeconductedcalmlybutquickly.
•Onlythestairwayswillbeusedduringevacuations.(Ifthereareelevators,neverusethem!
)
•TheEvacuationTeam(exceptforassemblyareapersonnel)shallleavetheareaonlyafterassuringthatallotherpersonnelhavebeenevacuatedfromthearea,unlessremainingintheareawouldplacetheirhealth/livesatrisk.
•TheAreaWardenshallreportanydamage,orproblemsencounteredintheevacuation,totheAreaManagementTeam.
•Noattemptmustbemadetomoveorassistpeoplethatareinjured,atleastthosewhomarepartiallyambulatory.Permanentdisablinginjuriescouldbecausediftheyaremoved.Thelocationofseriouslyinjuredpeoplemustbereportedtotheprofessionalrescuers.
•Assurethatevacueesremainindesignatedevacuationareasuntilgivennotice,bytheIncidentCommandTeam,toreenterthearea.
3.5.3ExitMonitors
OneExitMonitorisrequiredateachstairwayexitoneverylevelofstructures.Foremencouldbeassignedasexitmonitors.
